"Concerns". In narrative and policy terms, the "legitimate concerns" paradigm must be one of the greatest political disasters of the modern era. A racism laundry run by centrist pundits and politicians, which has achieved one thing and one thing only: the mainstreaming of the far right.

A couple of years ago I stumbled across this 1919 intelligence report in the National Archives setting out how Bolshevism was incompatible with Islam. It recomends this report be disseminated to the colonial offices to "counteract.. Bolshevik agitators."
A photo of a letter sized memo sitting over a report in a black leather archive folder from the National Archive UK. It reads:

Scotland House.
The Director of Intelligence. Westminster SW1.
582.

The Director of Intelligence presents his compliments to the Under Secretary of State for the Colonies and begs leave to submit twenty copies of (a) Memorandum on the Incompatibility of Islam and Bolshevism, (b) Four pamphlets which are intended to expose propagandist sentiments amongts Muslims. Sir Basil Thomson had these prepared by a gentleman of very long Muslim experience and knowledge, and ventures to suggest that these may be of use to missions, etc., to counteract the efforts of Bolshevik agitator.
