I remain gobsmacked at how stupid Canada’s immigration conversation has become. Northern Ontario municipalities are older and dying faster than the rest of the country. According to workforce planning boards, we need 10-20 times more immigrants than naturally occur, just to sustain our economies.

CBC is doing an excellent series on Northern Ontario's jails. You need only climb the front stairs of Thunder Bay's District Jail to know how little the state cares for the people inside.Windows are boarded, paint is peeling, plants outside are dead. What I've seen and heard of the inside is worse.

At the same time, the people who come to Thunder Bay and deal drugs aren't always powerful themselves. I remember heartbreaking testimony from aToronto mom at her son's TBay bail hearing. She'd worked so hard to keep him out of gangs, she'd driven him to soccer, helped him with school... Also this:

The authors call the phenomenon street colonization, and invite us to explore the other ways that more powerful groups move in from bigger cities and take over local spaces. I can't help but see parallels with other spheres, beyond the drug trade.

Turns out "elbows up" means an incredible expansion of anti-migrant, policing, and surveillance powers under the guise of 'border security'. This is a must-read 🧵:

I came across a clipping from the Terrace Bay (Ontario) News, Oct 3, 1973, inviting people without status to meet the immigration officer and do their paperwork for landing under the Adjustment of Status program. No portal, no webform, no PDF forms that won't open. Just a human coming to town.
Newspaper clipping:
MOBILE UNIT IN TERRACE BAY FRIDAY
The Department of Manpower and Immigration Mobile Unit is making its last swing through the area, Tim Dodd, officer in charge of Thunder Bay's Immigration Centre said today.
The mobile unit staffed by an immigration officer is travelling throught eh area to assist those people who are eligible to register under the immigration adjustment of status program. Anyone who is eligible to reghistere is urged to do so now, before the 15th of October. The fact that we have conditionally approved for landed status all who have been interviewed under the program is indicative of the relaxed regulations that are applied to people who are eligible for registration. Many of the early registrants, he said, were university or college students and able to interpret the new regulations for themselves. Our problem now, he said, is to get (continued on page 19....)MOBILE UNIT - continued from page 16
the message to the rest of the people who are in Canada without proper status, and to convince them to register. They have Manpower Minister Robert Andras' assurance that no one who is eligible for registration that who registers by the 15th of October will be penalized for the manner in which they came to Canada. The mobile unit will be in Terrace Bay on Friday, October 5th.

Beyond the clear racist dog-whistling of these statements, what worries me is how Canadian & Australian PMs (both ostensibly left leaders) might follow KS's lead. We always compare & copy elements of each other's immigration policies... V. upsetting that these leaders supposedly represent the left.

LEAF to appear before Supreme Court to argue for access to subsidized childcare for refugee claimant women in Quebec
Quebec excludes refugee claimants to access subsidized daycare. A refugee claimant and mother of three children is challenging the constitutionality of this policy.

I have to stop watching Kanyinda because I have to go give a presentation on how health care coverage depends on the complexity of immigration status. Very much hoping to see immigration status recognized as an analogous ground.

The AG Canada started out by making the troubling arguments that (1) it's ok to exclude some women from from a childcare benefit designed to help other women, and (2) immigration status is not deeply personal, it's only transitory, and therefore not an analogous ground.

Côté J: People seeking asylum are going to either get refugee status and become eligible for the subsidy, or they're going to be refused and have to leave Canada. How is that immutable?

Ms. Kanyinda's second lawyer - M. Grenier. So much admiration for these advocates (and the interpreters who make it possible for me to follow). Immigration status is an analogous ground, even if it is temporary, if you take a broad approach to the interpretation of immutability.

Jen Dagsvik @jendagsvik.bsky.social · 14/05/2025
Ms. Kanyinda's lawyer citing a study: the lack of childcare services makes it more challenging for mothers to leave the home, work, learn French, run errands, integrate into society. Especially for single mothers.

Jen Dagsvik @jendagsvik.bsky.social · 14/05/2025
And now the lawyer for Ms. Kanyinda, who is wonderful. A frustration I have personally about law is the amount of resources we need to put into proving for courts things like: Having childcare makes it possible for women to work. Not having childcare makes it harder for women to work.

Many reminders so far this morning of how governments use precarity, temporariness, and immigration status to exclude people from full participation in society.

The deprivation of the benefit for refugee claimants is temporary. It is a temporary status. - Quebec.
