Balanced for racial demographics, MNPS outperforms the state on this metric by about four percentage points. Main driver: Statewide, white students represent 57% of 3rd-8th graders and 49% are proficient in ELA. In MNPS, white students make up just 24% of 3rd-8th graders but 59% are proficient.

Something worth adding to this: Among people who use 35% reading proficiency to claim 65% of kids should be held back, it's about 10% intentional anti-education propagandists, 90% their unwitting marks. Of people who use it to say 65% "can't read," it's more like 50/50 propagandists to marks.

I've been using no turn on red delays to the everyday delays we tolerate creating for pedestrians and cyclists. I've been using 40 seconds as the delay for drivers, which has apparently been a gross overstatement on that end. All those ratios should be 8 to 40 times higher.

June sales tax figures are in. $84.6M in local option sales tax for Davidson County means $15.4M for transit. We end FY26 with $172.6M in transportation funding from the tax surcharge, within 1% (100.96%) of the $171.0M projected over two years ago. Use the difference to give that analyst a bonus.

Tennessee reset our K-12 achievement testing standards about 20 years ago with the goal of benchmarking our achievement levels to those of the National Assessment of Educational Progress (NAEP). Nationally, NAEP Proficiency has historically been 30s to low 40s. Back then, TN was high-10s to low 20s.

Closing one side of the KVB Bridge sidewalk (while no work is being done) adds 7x as much delay for a pedestrian as no right on red adds for a motorist. Placing the closure sign halfway across the six-lane bridge makes that 19x as much delay for a pedestrian as no RTOR adds for a motorist.
