I think you have to believe that in a kafkaesque way, an existing urban freeway is impossible to tear down while it stands, and impossible to rebuild after it collapses.

Our new paper has an explanation for both slowing TFP growth and increasing R&D that is consistent with the Fort et al interpretation that the links between a firm’s R&D and *other* firms’ productivity has weakened.

To understand rising R&D, the key move is to see that new ideas might be infinitely reusable (nonrival, cf Romer) but in practice each idea is only “locally” useful. A new tractor design benefits a farmer, but a consultant would benefit more from a new spreadsheet.

Cities with larger disamenities grew more slowly, conditioned on measures of total freeways and initial population. Our results suggest that the growth effects of highways reflect a composite of access benefits and quality-of-life costs.

Jeffrey Lin @jeffrlin.bsky.social · 05/08/2026
In this article, we focus on the cross-city evidence. Freeway disamenities are larger where highway networks intersect dense residential neighborhoods. The degree of that intersection reflects the joint configuration of cities and their highway networks.
120
Jeffrey Lin @jeffrlin.bsky.social · 05/08/2026
The core insight of our prior work is that highways affect welfare through two margins: improving regional accessibility but reducing local quality of life through noise, pollution, barrier effects. The net effect on neighborhoods and cities is the combination of access benefits and amenity costs.

This localization of innovation benefits means that TFP growth scales with the *average* new idea but R&D costs scale with the *sum* of all projects across the economy. Hence R&D productivity declines.

As the knowledge frontier expands, inventors build bigger and more differentiated new ideas in order to recoup the rising burden of knowledge. This “spreading out” weakens knowledge spillovers, slowing growth.
