This graphic shows a sharp, across-the-board contraction of the U.S. federal STEM Ph.D. workforce in 2025, compared with 2024, across 14 science-intensive agencies.

The horizontal bars plot **departures to the left** and **hires to the right**, with lighter colors for 2024 and darker colors for 2025. For every agency, the 2025 departure bar is substantially longer than the 2024 bar, while the hiring bar shrinks markedly. There are no exceptions: **all 14 agencies lost far more STEM Ph.D.s in 2025 than the year before**, and all hired fewer.

The **largest absolute losses** occur in the Department of Health and Human Services. The **National Institutes of Health** stands out most clearly, with **over 1,100 STEM Ph.D. departures in 2025**, compared with **about 421 in 2024**, despite being the single largest employer of STEM Ph.D.s in the federal government. The **Food and Drug Administration** and **CDC** show similarly large increases in departures and weaker hiring.

Across agencies, the pattern is not just absolute but proportional. On average, the figure reports **roughly three times more STEM Ph.D.s leaving in 2025 than in 2024**, and **11 times more losses than gains** when departures are compared with hires in 2025. Particularly steep percentage increases in departures appear at **NOAA**, the **Environmental Protection Agency**, and the **U.S. Forest Service**, even though these agencies are smaller than NIH.
