Without people like him the city would come to a halt. Letters and documents would stop being delivered and people would remain helplessly stuck in traffic. In this sense, the drivers perform essential forms of labor for the city, not just as service workers...but also as phatic labor, workers who produce "communicative channels that can transmit not only language but also all kinds of semiotic meaning and economic value." The concept of phatic labor, proposed by Julia Elyachar, builds on an early observation in anthropology.

As CSSH writes in the intro, seeing the "semicivilized as a problem space might help us pry open ideological loops in which so much of contemporary political theory is stuck, and then to find “submerged potentialities and pathways” that “escape territorialization and totalizing control.”
