The left has to articulate a full employment vision where the vision *IS* full employment. Not full employment to achieve some external industrial goals, which has the effect of reifying some jobs as necessary and others as make-work. But full employment because being valued and needed is a right.

Does it make sense for the public to ask Wall Street for funds in order to provide public services + infrastructure, when the public can create a way to fund itself instead? Of course not—but that's actually what all states + cities with bonds are currently doing. The Loop is how we make a change.

Credit in Scott’s capacious sense presents a potentially difficult psychic and institutional problem, in that it projects sociality forward to futures whose precise terms cannot be guaranteed in advance. As Hyman Minsky famously said, “Everyone can create money; the problem is to get it accepted.”

We can read that Minsky quote as expressing uncertainty about futurity of the credit we create today. Saying that credit is fundamentally debt in the “schuld” sense stabilizes that futurity in a toxic way: at least we know now that there are strings attached and punishment is in our future.

So when credit issuance asks us to inhabit interdependence without knowing when the relation will have been completed, the Schuld story—debt/guilt/sin as originary cruelty—performs a genuine containing function. It puts walls around an otherwise indefinite temporal and relational field.

But here is the twist. The Schuld story is complicit in the terms of its own legibility. Schuld conflates all public recognition and containment with a creditor-debtor relation, thereby making the social environment itself appear as a creditor. Open-ended futurity is not habitable.

Schuld makes the threat of being localized as a debtor into the principal guarantee that the relation will endure. The Minsky quote is usually read as: “Can I persuade someone to accept my IOU?” And then the answer is “no, because receivability has to be compelled and you’re just a debtor.”

“Getting money accepted” can therefore mean two very different things politically: It can mean forcing someone to recognize your claim through hierarchies of violence and, scarcity. Or it can mean constructing the world in which acceptance itself is socially provisioned and supported.
