From Jed's email - "Brandon was 9 years old when this project was proposed. He was 13 when it was supposed to be built. His whole future is gone because of Baltimore City's inaction." Inexcusable. www.gofundme.com/f/support-fo...
Washington Street was identified in the 2015 Bike Master Plan for a separated bike lane and prioritized in the 2017 Separated Bike Lane Network Plan for installation by 2019.

It took until 2025 to approach final design. In May 2025, community members were told the project could break ground that year.

The Mayor's Bicycle Advisory Commission was told this January the project would be under construction by January 2027. By this May's budget hearing, the project had slipped to a "goal" of Spring 2027 construction.

Brandon was 9 years old when this project was proposed. He was 13 when it was supposed to be built. His whole future is gone because of Baltimore City's inaction.

There are some bills regulating business before council right now as well (including one attempting to regulate dollar stores).
130
Jed Weeks @jedweeks.bikemore.net · 24/11/2025
It's impossible to create those dense, walkable neighborhoods in a lot of the city because of the zoning restrictions this bill seeks to change.
040
Jed Weeks @jedweeks.bikemore.net · 24/11/2025
Lower density communities attract those commercial-only, generally automobile-oriented big box/chain retail store designs. The bill in the article does help by adding density, orienting neighborhoods away from that kind of suburban retail and toward more neighborhood scale mixed-use development.

Jed Weeks @jedweeks.bikemore.net · 24/11/2025
I'd love to know property specifics to better learn how it happened and what changes we could advocate for to stop it - I share a desire to force mixed use in those circumstances. But it's still pretty rare in Baltimore compared to commercial to residential/mixed use conversion.
140
Jed Weeks @jedweeks.bikemore.net · 24/11/2025
I think this is more a priority in Baltimore because the thing you're talking about isn't really happening here at all. There are far more commercial to residential conversions here than vice versa. Like, I'm not sure I can even think of a major example of what you're talking about happening here.

Just a little food for thought for both Toronto and for our leaders getting hammered by opponents of allowing more types of housing in more places. It's always the same folks saying X policy will uniquely harm their city despite evidence it helped everywhere else. They are CAVE/BANANA people.

Jed Weeks @jedweeks.bikemore.net · 12/11/2025
What actually happened? Modest, positive change. Most corners remained residential in the neighborhoods worried about rapid change. Some vacants and some houses were converted into thriving small businesses with housing above them. The world didn't end, it got a little better.
Vacant commercial store reverted to residential zoningSame property that was vacant under R-8 converted to a plant store with apartment above. Vacant ground floor in property reverted to residential (upstairs is SRO transitional housing)Same property under C-1 zoning allowing commercial corner store uses. Includes two tenants: local soap manufacturer and storefront and coffee bar. Upstairs is still SRO transitional housing.

Toronto is trying to make neighborhood commercial legal again. When we did this in Baltimore nearly a decade ago, the same claims that neighborhoods would be overrun/destroyed were levied by the very same folks opposing zoning reforms to improve housing options and affordability in Baltimore today.

A project shouldn't exist unless it furthers adopted city plans and complies with law. We've flagged noncompliance months in advance of resurfacing every year. There's enough funding and time every year to fix this problem. Agency leadership just needs to do it. agency just needs to fix it.
