It's easy to see why in hindsight, too. On each difficulty, you get as much pistol ammo as you do shotgun. What lasts longer on Hard, two-thirds of a pistol mag or two full shotgun reloads?

Depends on their settings, level designers can make their ideal ratios whatever they please. Of course, the easiest way to do that- and the only way for dynamic resupply from crates- is with a master setting, which is bugged and doesn't get put into your save, so any load resets it.

It's crazy, because even if you're only in your own field for money and don't respect other fields, being anti-AI across the board is *still* the best position for you to have. There is no "oh it's only okay for [this other stuff]" that doesn't leave your own field open to the same from non-experts.
