time, the UK Government is likely to face similar calls for an independence referendum in
the near term. The tension between legal authority and political mandates, however,
remains unresolved, raising broader questions, as other papers in this special issue highlight,
about deliberation, contestation and democratic legitimacy in multinational states. In the
case of the UK, the future trajectory of this debate is still uncertain. The durability of the
Union, however, may depend less on the success of short-term political strategies, and more
on the willingness of the UK Government to engage with these underlying tensions.
