They can do a lot. By pushing back, they can help states prosecute violations of state laws. They can impeach the AG and refuse to confirm a new one who will not promise to prosecute ICE agents for abuses. They can hold public hearings on where detainees are being sent, with subpoenas.

But Trump's abuses are not happening via legislation. They are executive orders and executive branch action. The only big legislation that's contributed was to give huge funding to ICE. So a Congress that pushes back can do a lot.

We are paying the countries to "accept" these people. What happens to them after they land - Donnie's and Toddie's attitude is: Do with them what you want, not our problem. I suspect the countries are chosen specifically because of their brutal treatment.
