The City Council has been speaking publicly on reigning in on MPD. I know CP Payne has made it clear that this is a priority. Additionally, this week I brought an action to increase rental license fees for cost recovery. I hope you support our residents and don’t force us to cut more services.

1. BASIC INFORMATION
Purpose of the Funding
The Office of Justice Programs (OJP) is committed to advancing work that furthers the U.S. Department of Justice's (DOJ) mission to keep our country safe and secure and uphold the rule of law and protect the rights of American citizens. This NOFO is authorized under Public Law 119-21, Title X, Subtitle A, Part II, Section 100055 (codified at 34 U.S.C. §61101), which provides funding to enhance capacity to locate and apprehend aliens who have committed crimes) under Federal, State, or local law, in addition to being unlawfully present in the United States, investigate crimes committed by illegal aliens, counter gang and criminal activity including drug and human trafficking operations, support prosecutions, coordinate with federal immigration enforcement partners, and strengthen multi-jurisdictional responses to transnational criminal organizations threatening American communities.
This grant program is a collaboration between the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) and the Office of Justice Programs' (OJP) Bureau of Justice Assistance (BJA) to provide state, local, and tribal law enforcement agencies with funding to acquire modern ballistic imaging equipment and implement crime gun intelligence best practices.
This is an invitation to apply notice of funding opportunity (NOFO) for the FY 2026 National Integrated Ballistic Information Network (NIBIN) Modernization Program.
This program will modernize NIBIN technology at 194 existing sites currently utilizing outdated technology. Grant funds will cover the cost of new NIBIN-compatible equipment and maintenance costs for five years. Eligible applicants are entities listed in Appendix 1.

Minnesota State Legislators serving on public safety committees and representing Minneapolis wrote a powerful letter urging the City Council to pass the Care Over Criminalization Ordinance. They also called on Mayor Frey to sign it into law. 1/
As Minnesota state legislators who serve on public safety committees and represent the people of Minneapolis, we write to urge the Minneapolis City Council to pass the Care Over Criminalization ordinance, which would decriminalize the possession of drug paraphernalia. We also respectfully call on Mayor Jacob Frey to sign this ordinance into law.
We share a strong commitment to supporting individuals affected by substance use and the communities in which they live. Advancing policies grounded in care, recovery, and public safety is essential to fulfilling that responsibility.
This ordinance would bring Minneapolis city code into alignment with Minnesota state law following bipartisan changes enacted in 2023. Under current law, possession of drug paraphernalia is no longer a criminal offense, even when it contains residual amounts of controlled substances. In addition, syringes and drug-checking tools used to test strength, effectiveness, or purity are no longer classified as paraphernalia.
Adopting the Care Over Criminalization ordinance would allow Minneapolis to repeal outdated and conflicting provisions while advancing a public health-centered approach to substance use. Evidence consistently shows that criminalizing drug paraphernalia increases barriers to treatment and recovery, while health-focused strategies improve outcomes, reduce harm, and strengthen community safety.
The Minnesota Legislature recognized this evidence when it acted to decriminalize drug paraphernalia, and the Governor signed those reforms into law. Aligning local policy with state law is a necessary and practical step toward implementing an evidence-based approach that moves beyond the ineffective, overly punitive strategies of the past.
We urge you to take this important step to support public health, enhance public safety, and ensure consistency in the law.

Upon arrival at the
Whipple building, daughter Sandra was given a pregnancy test and tested positive. Both mother and daughter were sent to Texas.
For weeks, Miriam was experiencing severe and abnormal pregnancy symptoms, and frequently requested to see a doctor. It wasn't until she fainted and was visibly in a dangerous state that the other women in the detention center organized a noise demonstration; chanting and pleading for Miriam to receive medical help.

From what I saw today firsthand it was the sheriffs today constantly escalating at people protesting peacefully. The sheriffs were masked up like ICE while working hard to agitate and provoke the residents they were sworn to protect, all so they could provide security for ICE who murders people.

This morning, our deputies issued dispersal orders at an unlawful assembly outside the Whipple Building after individuals blocked roadways, blocked access to local businesses, dumped glass into the street, and threw rocks, ice chunks and water bottles at law enforcement creating a serious public safety hazard.
Arrests are being made.
Freedom of speech and peaceful assembly is a right.
Endangering the public is not. Unlawful activity including blocking roads, intentionally creating hazards and assaultive behavior will not be tolerated.

We were literally watching our community provide a ceremony at the Whipple building. Hennepin County Sheriff’s then began to escalate tensions. This was disrespectful to our community, our culture, and our ancestors. This created fear and was an attack on our right to peacefully assemble.

ICE is kidnapping our immigrant neighbors, terrorizing our neighborhoods, parks and schools, and has murdered our legal observers. This is not normal. We are witnessing the suffering, trauma and destruction of our state.
Many families are risking their lives to go to work because they need to pay the rent. Neighbors cannot shelter in place and should not be forced into a housing court system.
Standing with our immigrant communities means enacting an Eviction Moratorium and investing in rental assistance.
