They had to change the "vinegar" to "condiment" later because of food labelling laws, but it was always very prominently "non-brewed" so teetotallers knew they weren't getting actual vinegar.

They wouldn't have vinegar with their fish and chips because it was made from alcoholic drinks. So a vinegar substitute was invented, with acetic acid and caramel. It was initially marketed as "non-brewed vinegar"

What I always find fascinating about this stuff is that the "non-brewed condiment" label isn't, as you'd think, to do with modern food-labelling laws. It's because of the temperance movement more than a century ago.
