The EU track tells the same story. Rule of law chapters, opened in 2014, have not advanced, and negotiations are stalled for lack of progress. Media capture is a downward spiral since 2013. Smear campaigns, intimidation and defamation lawsuits make Reporters without Borders call the situation dire.

Serbia's fragile criminal justice system is under scrutiny, its independence in doubt. Novi Sad shows how this plays out. 13 people have been indicted, among them the Minister for Construction and Infrastructure, mainly on public safety charges, the corruption elements trimmed down to negligence.

Civil society organizations, targeted by smear campaigns after the protests, stand on one side of the ledger. On the other, war criminals interred with state honors. Both are chapters the next students' government (perhaps), cannot afford to leave unread. The repair work will be one for the books.

Many people asked in the comments why we ignore air raid alerts and are outside of shelters during Russian attacks. The answer is simple: alerts last for hours many months in a row. We need to work and live. The world continues watching a live broadcast of Ukrainians being killed.

Some of the ones I spoke to expressed a deep sadness that so much of that work was wasted on what eventually became the 93 constitution. The role of the American government was fairly limited, but crucial. Yeltsin telegraph his intentions very clearly

Actually, most US Constitutional experts in their own writings up until 1993. We’re very supportive of the commissions work and it’s professional professionalism as as well as the constitutional court and the heavy focus on separation of powers.

Sergi Shakray and Anatoly Sobchak put together a constitutional assembly in June 1993, which gave a veneer of legitimacy to Yeltsins subsequent coup the draft that they pushed written by Shakray had the strong executive functions and stripped out a lot of the safeguards

I could go on at length but basically Zorkin heavily favored a strong executive as a safeguard against Party tyranny, but he expected an executive to observe the rule of law. He was furious when Yeltsin disbanded the parliament in 93

So yes and no, I’m actually writing a paper about this right now and it’s gonna be a big part of my book. The constitutional commission from 1991 to 1993 was a highly professional technocratic organization. That was very bad at politics.

What struck me about both his work and his perspective was it was thoughtful nuanced, and not afraid to offer criticism. It’s undeniable there were mistakes after the 1991 collapse and how the United States handled it.

I would be careful with causal terms, though. It is equally posiible that today's Poland emerged despite the shock therapy, not thanks to it. Yes, it introduced crucial reforms that facilitated capitalist transformation. No, there's no evidence they needed to be that brutal and aggressive to work.

On a fundamental level, in early 1990s, no matter who you were and what you did, you had no influence over the fact that Russians (Belarusians, Central Asians etc) were accustomed and comfortable with living in authoritarianism, while Poles were obsessed with freedom in all shapes and sizes.

Russia chose to privatise its economy by handing the keys to massive state enterprises to whatever corrupt apparatchik was running them at the time. Poland put up *FOR SALE, CHEAP* signs and started sending faxes to DE/NL/US businesses.

But several factors, including but not limited to: pro-freedom/entrepreneurship mentality of the average Kowalski, lack of oligarch caste and economic/cultural proximity to the West landed Poland (and Czechia, Baltics etc) where they are now.
