Also think about the difference in impact here. If you make under $13k per year, losing $1000 is DEVASTATING. That’s meals you can’t eat, desperately needed medical procedures you can’t get, school supplies your children can’t afford. If you make $3+ million per year, $180k is just a third yacht.
