Oh wow, Rick Scott's FMAP amendment — the one functionally eviscerating Medicaid expansion — won't even make it to the floor. I assumed it didn't have the votes, but this means Republican leadership thinks downside political risk of getting votes for the amendment on the record is too high to bear.
