I find the "D+n" part of this graphic a bit confusing myself; it appears to refer to the margin of the seat outcome, rather than seat gains. So "D+35" means 235 Democrats and 200 Republicans, a gain of 21 seats for Democrats.

This issue, in particular, is why I declined to use the Wharton Index in my own dissertation work. It is disappointing, but not altogether surprising, to learn that that's just one of several problems. The good news is better options (like the National Zoning Atlas) are being actively worked on!

NB: Nowadays, the House and Senate can receive veto messages during adjournments, so pocket vetoes are only possible after the final adjournment sine die at the end of a Congress.

A jurisdiction’s proportion, under this latest version, is calculated as the quotient of the jurisdiction’s change in housing units divided by the change in housing units across all jurisdictions receiving a bonus. This figure could be negative if the jurisdiction lost housing units. (3/4)

The latest version of H.R. 6644 (passed by the Senate on June 22) would reallocate bonus amounts in proportion to each jurisdiction’s housing growth in the past year. (2/4)

This change was introduced in the latest version. In the version of H.R. 6644 passed by the Senate on March 12, reallocations of bonus amounts would be in proportion to each jurisdiction’s total number of housing units. This is the same as in S. 2651 (the ROAD to Housing Act of 2025). (1/4)

Process is boring, and yes, it can be used to delay things to death. But it can give interested parties and the public a chance to weigh in, offering lawmakers a better insights in benefits, drawbacks, and tradeoffs.

My confusion is that the governor’s proclamation states, as one of three purposes, “making statutory changes that are necessary to effectuate changes to the composition of Tennessee’s congressional districts”. Repealing the ban seems to fall into that description (but I’m not a lawyer).

It is worth noting that this result from NAR’s survey has not been replicated by other data sources such as the National Mortgage Database or the US Census’s American Housing Survey. Other data sources show a steady first-time homebuyer age in the early 30s.

My reminder to stop thinking of policy positions as purely campaign stuff that candidates and parties are free to optimize for electoral reasons; they are instead substantive questions party actors deeply care about, and electoral considerations are at best only part of the decision. That said...

Original Screenplay: Sinners will win, but I would vote for Blue Moon. I adore a talky movie (when it’s as good as Blue Moon). Adapted Screenplay: One Battle will win, but I would vote for Bugonia. Again, another very talky movie that had me rapt throughout.

Cinematography: One Battle will win and I would vote for it. A lot of memorable and creative shots throughout. Casting: Sinners will win, but I would vote for The Secret Agent. A huge cast, including a crop of unknowns, who enrich rather than overwhelm the film.
