Some thoughts on whether No.10 needs its own think tank (no?) and whether the FoI act is a reasonable thing to blame for lack of creative thinking in government (also no?)

Not sure you get to say you'll cut the size of the civil service AND rail against the cabinet secretary getting more powers to direct depts. The reason civil service numbers have kept growing despite a gazillion 'immediate headcount caps' is because there's not enough central (cab sec) control!

Burnham's cabinet committee list is out - looks like a streamlined set (not that many cttees, not many people on each) which is good for their actual purpose (decisions on new / controversial / cross-gov policy) rather than to appease ministers or show that the govt cares about x (bad use of them)

New gov legal guidance is good /maybe it's not the blob?? It's v easy to say 'the civil service is risk-averse' and blame the institution for slowing everything down. Civil service is risk-averse in places, but it's not because civil servants inherently don't want to get stuff done...

@jillongovt.bsky.social and I had a report ready to go but were pipped to the post by Burnham’s (predictable) decision to bring digital ID to an end. There were too many questions to answer and little that had been decided, making it an easier (and popular) decision than most will be for Burnham!

Move increases the chances of a whole new ministerial team at MoJ, with Lammy widely expected to lose his role as justice secretary. The most damning thing is that by staying for two years, Timpson has become the longest serving prisons minister *for 15 years*. This level of turnover is so damaging!

If Burnham wants to do welfare reform, then No.10 must help navigate the big trade-offs (not just leave this to HMT/DWP). Putting senior people in No.10 who understand just how difficult that is should help (Cooke was a DWP adviser with Purnell 2008-09, then DWP SpAd in 2024 before moving to No.10)

Good decision by Burnham (if true). He needs to prioritise improving the centre of govt and economic/fiscal policy making, but splitting the Treasury would be a damaging distraction (set up a bolstered PM dept, have a bold tax strategy and improve the SR instead) www.ft.com/content/61c0...

I’ve swung back and forth over the years on the merits of splitting the Treasury. But the idea of doing it midway through a Parliament is far less appealing. The proposed Number Ten North sounds like a much stronger idea.

Quite here for No.10 North (if that's what we're calling it). Loads of pitfalls, and I think you do need to keep quite a lot of centre of gov in your capital city, but there is a v good version of this which moves out Burnham priorities. Have written down some ideas on how to make it work 👇

A bit of a side note, today of all days, but @instituteforgovernment.org.uk analysis of yesteday's civil service staff numbers showed the civil service is *still* growing. FTE numbers were up almost 2,800 in Q1 2026 compared to Q4 2025. Very much continuing the trend of recent years

New people survey demographic data for 2025 has been published - the numbers on socio-economic background of civil servants does not seem to have changed significantly from 2024 data. A very slight (1pp) increase in representation at SCS of civil servants from a lower SEB, but broadly static (1/2)

Have written about why this is so good. Yes, there's miles more that's needed, but before you dunk on this it's worth getting to grips with the bind civil servants are in at the moment, where your choices are: move dept, move job, or see your pay stagnate. This is a route out, and that is good.

This is such a sad / demotivating view of performance appraisals and not at all what they have to be. "I have never learnt anything about myself as a result" is a horrible indictment of the lack of skill of your managers, the culture of the org, your own approach or some combo of the above.

If you listened to some chatter about the government major projects portfolio (GMPP) this morning and were a bit non-plussed... The GMPP is a subset of all projects that get extra support & scrutiny from HMT & Cabinet Office. Has been reduced from >200 to ~80 1 - this is not news 2 - this is good!
