Good article. My capstone paper for my masters degree was on homlessness in Milwaukee County from 2012 to 2022. Short take: Housing First started lowering our HL rates, and getting $40MM from HUD in 2021 briefly allowed us to get dozens off the street, at least in the short term. #HousingFirstworks

I had someone do that yesterday. It's been a while, as the city's "road diets" are really helping to prevent that. Also, I find W. Oklahoma Ave. to be a manageable drive now, if not a little frustrating when traffic gets backed up. (Yes, emergency vehicles can still get through.)
