Lenin and Bordiga had the same position on this. For both of them, the DOTP is a semi-state which contains both democratic forms, and the non-democratic relations of communism. Similarly, both of them maintain that the non-democratic tendency of the DOTP is expressed in party dictatorship:

I understand the temptation to paint Marx as an economic determinist, but even a cursory reading of the source material reveals that monocausal explanations are alien to Marx’s thought. Before speaking on the capabilities of HM, read actual marxist historians. Id recommend Banaji, or Haldon ;)
