I've had a hard time describing why I feel more comfortable riding in the city than in the outlying suburbs. If you double a 25 mph speed limit, you're going 50. If you double a 45, you're going 90. In the city, there are few roads with enough running room to get up to or above 50.

My first thought: Build a new auto bridge and leave the Hope as an extension of the East Bay Bike Path that reaches all the way to Newport. But if it's being eaten by the sea air and not the weight of the cars, I don't know if that's an option.

This. To add, in cities, making the sidewalks the same level as the road makes cars move even slower, as pedestrians and cyclists are freed from the edges.
