Reminder: The erratic data before mid-2024 is from the ABS preliminary monthly series, for which it published just the 12-month trimmed mean change, not the monthly change. I've backed out the monthlies from the 12-month data, which may be the reason for the high month-to-month variation. Or not.

Title: Big AI’s Regulatory Capture: Mapping Industry Interference and Government Complicity

abstract: Over the past decade, the AI industry has come to exert an unprecedented economic, political and societal power and influence. The well-functioning of regulatory and oversight structures and processes that govern the industry thus have paramount ramifications for everything from fostering public trust in systems marketed as AI, the credibility of scientific knowledge, educational and healthcare services and products, information ecosystems, the environment, rule of law and integrity of democratic process. In this paper, we first develop a taxonomy of mechanisms enabling capture to provide a comprehensive understanding of the problem. Grounded in design science research (DSR) methodologies and extensive scoping review of existing literature and media reports, our taxonomy of capture consists of 27 mechanisms across five categories. We then develop an annotation template incorporating our taxonomy, and manually annotate and analyse 100 news articles. The purpose behind this analysis is twofold: validate our taxonomy and provide a novel quantification of capture mechanisms and dominant narratives. Our analysis identifies 249 instances of capture mechanisms, often co-occurring with narratives that rationalise such capture. We find that the most recurring categories of mechanisms are Discourse & Epistemic Influence, concerning narrative framing, and Elusion of law, related to violations and contentious interpretations of antitrust, privacy, copyright and labour laws. We further find that Regulation stifles innovation, Red tape and National Interest are the most frequently invoked narratives used to rationalise capture. We emphasize the extent and breadth of regulatory capture by coalescing forces — Big AI and governments — as something policy makers and the public ought to treat as an emergency.

Why is the Indigenous name disputed? Not because the mountain was unknown or rarely visited; of course it wasn't. Seems to be because it was near the boundary of multiple groups with differing names for it, and that those were disrupted early in the invasion, so little knowledge remains. More:

There is no greater treachery than this failure to face up to the climate crisis. How can we now fend off despair? The Independent Planning Commission’s published reasons for approving the largest coalmine in New South Wales history in the context of mounting death, disaster and despair brought on by global heating reads like a hostage statement. In its decision, the commission accepts that the extension of the Hunter Valley Operations’ mine for a further 19 years – resulting 809m tonnes of greenhouse gas pollution – will materially worsen global warming. The panel members cite CSIRO’s finding that climate change is having a growing effect on the lives and livelihoods of all Australians and that the severity of that impact “will depend on the speed at which global greenhouse gas emissions can be reduced”. As has been extensively argued, public sector pay rates tend to determine economy-wide rates. That Australian rates of pay have fallen far behind profit growth, even behind weak productivity growth, and now behind inflation, is very much because of the games played by operations like the RBA.

Things: 1. NOAA RONI appears similar to the Australian BOM's rNiño3.4 — anomaly vs a fixed baseline (1991-2020), relative to the all-tropical-oceans SST, with a fudge to preserve the prior stats. 2. But NOAA *ONI* is not like trad Niño3.4. ONI uses a centred 30-year baseline adjusted every 5 years.

Not performative? Of course it is, otherwise why would you move in small steps, every time ... done exactly to maximise publicity over time. If, instead, you wanted to maximised the direct economic impact, wouldn't you go with less frequent, larger, scarier moves?
RBA cash rate target since 1996. Nearly all the moves this century have been by 0.25%.
