However, trying to enhance the image suggests, using the evidence provided, that he is congratulating someone named Shinko:
Please accept my best wishes for your marriage, Shinko!
Shinko Konishi is a map designer who has worked at Nintendo since 2000. In 2001, she worked with programmer Yoshitaka Takeshita on Animal Crossing:

In Super Mario Sunshine, Yoshitaka Takeshita was not involved, and her name was still Shinko Konishi:

This all is extremely strong evidence that Shinko was engaged to Yoshitaka during the production of Super Mario Sunshine. As the Yoshi image would have been made by someone on the map design team, they would have worked closely with Shinko and used this opportunity to congratulate her.
