We have appreciated DCA Cozzie's leadership on PSR and are disappointed to hear of his departure. He understood a modern public safety system requires de-escalation and unarmed responses. We expect similar values and community voices to be included in the search for his replacement.

We appreciate @councilorkanal.bsky.social raising concerns with rhetoric from @mayorkwilson.bsky.social telling Portlanders to call 911 and ask for PSR anytime they see someone experiencing homelessness. This is not PSR's mission & a troubling scope creep that could undermine the program's success.

“PSR likely wouldn’t have been able to respond to this call because it involved a person inside a building, rather than on a street or other publicly-accessible outdoor area.” As PSR expands to 24/7 as promised next year, City leaders should continue to expand where PSR is allowed to respond.

Policies that criminalize poverty are cruel, wasteful investments for addressing homelessness and can make it harder for those living unhoused to access the services they need. It can be a traumatic experience that can cause more of the mental health crises PSR was established to respond to.
