I think @vdeminstitute.bsky.social is doing absolutely terrific work. But classifying Portugal 🇵🇹 as an 'Electoral Democracy' (ED), rather than liberal democracy, and putting it on the watchlist of countries 'very close to becoming autocratizers', frankly, makes no sense.

The Democracy Report Watchlist initiative identifies countries that
the international community could decide to pay special attention.
These are countries exhibiting clear portents of becoming autocra-
tizers or democratizers – they have come at least three-quarters of
the way (0.075) towards the ERT threshold of 0.1 on the EDI to be
officially in an episode. Such countries are marked with dark red and
dark blue shaded areas in Figure A1.
The eight countries that are very close to becoming autocratizers
are: Bulgaria, Cyprus, Namibia, Portugal, Russia, Sierra Leone,
Sudan, and Vanuatu. Three of the eight countries are new on the
Watchlist this year: Bulgaria, Portugal, and Vanuatu. Of them, Vanuatu
experienced the second-largest one-year drop in 2025 (after the USA).
Sierra Leone and Sudan were listed as autocratizers last year and are
only marginally below the threshold now. Cyprus, Namibia, and Russia
were on the Watchlist already last year (see Democracy Report 2025).
Three countries that are bordering to becoming democratizers are:
Chad, Gabon, and South Korea. All three countries are poten-
tial U-turns. Of those, South Korea is the closest one to qualify as
a democratizer after featuring as an autocratizer only one year ago.
Chad and Gabon have re-installed elections and civilian-led govern-
ments after military coups in 2021 and 2023, respectively.
The Watchlist additionally identifies so-called “near misses” – coun-
tries that are at least halfway towards becoming autocratizers or democ-
ratizers (changes are between 0.05 and 0.1 on the EDI scale from 0 to 1).
“Near miss” autocratizers are marked with the red shaded area and “near
miss” democratizers with the blue shaded area (see Figure A1).
There are 24 “near misses” of autocratization and eight “near misses”
of democratization, in 2025. 

Contudo, ao longo deste período, a correlação entre polarização afetiva e participação eleitoral aumentou significativamente ao longo das últimas duas décadas. Há ainda uma relação assimétrica com o sentido do voto, que beneficia sobretudo os partidos de esquerda.

O crescimento do Chega na eleição de 2024, paradoxalmente, não contribuiu para um aumento da polarização afetiva. Mais votos significam avaliações mais positivas e por um maior número de eleitores. A normalização retira-lhe potencial de antagonismo entre o eleitorado.

Whether polarization is high/low only tells part of the story; the extent to which such polarization is characterized by a disproportionate degree of affect/disaffect may entail distinct socio-political implications. The two aspects are complementary.

While citizens may not be more polarized than before in most Western democracies, contemporary AP is more heavily characterized by a disproportionate weight of out-group dislike. Even if polarization didn't increase everywhere, it became more negatively driven in many countries.

The difference between these two components yields a measure of polarity of affect. Our results show a pattern of increasing negativity of AP across 10 of the 12 countries. In recent elections in Canada, Greece, Italy, Spain, the UK, and the US, the weight of out-party hate trumps in-party love.

The results confirm a stronger relative importance of out-party hate vis-à-vis in-party love over time. Recently, values of out-party hate tend to approach values of in-party love. In Greece, Italy, Spain, and the United States, out-party hate has actually become a stronger force than in-party love

This becomes more evident through the measures of in-party love and out-party hate (Finkel et al. 2020), that we adapted to multi-party systems. These measures center the degree of in-/out-party affect around the mid-point of the thermometer, to capture their relative strength.

In this article, we try to address this puzzle by disaggregating AP indexes into its two constitutive terms: in-party and out-party (dis)affect. While both tend to decrease over time, the decline in out-party affect is significantly more pronounced.

Building on the personalization literature demonstrating that evaluations of political leaders have become more important in the voting decision-making process, we hypothesize that polarized feelings towards leaders became more determinant in driving electoral participation.
