Bisher greift die öffentliche Verwaltung in weiten Teilen auf Office-Programme wie Word, Excel oder Powerpoint zurück, die zum US-Konzern Microsoft gehören. Die ehemalige Linken-Abgeordnete Anke Domscheit-Berg kritisiert, dass in der Verwaltung kaum Alternativen eingesetzt würden.

Aus einer Kleinen Anfrage an die Bundesregierung, die ZDFheute vorliegt, geht hervor, dass an diesen Alternativen zwar gearbeitet werde. Sie würden aktuell aber noch nicht in der Bundesverwaltung eingesetzt.
Domscheit-Berg kritisiert, dass es bis heute an relevanten Grundlagen für eine solche Entwicklung fehle:
