Respectfully, 'proxy' becomes quite meaningless here imo. Its not clear enough what is actually meant. For me, in the context of Ukraine, the word 'proxy' is a red flag. Its useful for Russia's narrative and those that rather dismiss/ignore this big war. Its not to really explain or comprehend it

Wel hardware, geen software - installatie noch updates - van buiten EU voor alles wat de weg op mag of kan vliegen? Strenge eisen rondom eigenaren in EU en strenge eisen rondom continue auditing. Moeilijk en heeft lange adem nodig, maar evt mogelijk in een coalitie van een aantal EU landen.
