US charges five over alleged Kremlin-linked plots to kill critics
After targeting political opponents within Russia, Russian authorities have reportedly begun pursuing critics of the Kremlin abroad. For the first time since the Cold War, Russian intelligence agencies are said to have planned special operations on US soil. According to El Mundo , Russian operatives planned an assassination attempt this summer against chess grandmaster and former State Duma deputy Garry Kasparov, one of the most outspoken critics of the Russian government. US prosecutors have released the names of five alleged conspirators who were reportedly following orders from the Kremlin. Communications between the organizers and operatives were ongoing at the same time Kasparov and another opposition figure, Ilya Ponomarev, were reportedly warned of imminent danger. Both men were reportedly targeted for assassination in the United States, and a third victim was allegedly to be killed by stabbing—or by being set on fire with gasoline—in Vilnius, the capital of Lithuania. El Mundo reports that the network behind these plots has been active since at least 2024, organizing attacks primarily in Europe and recruiting local criminals and saboteurs. Their operations are now said to have expanded to the United States, which had previously not seen such activity even during the Cold War. In addition to pursuing opponents of the Russian government, the ring reportedly recruited people to carry out sabotage in countries assisting Ukraine. All five individuals have been charged in the United States with conspiring to finance terrorist activity, and three also face conspiracy charges related to murder-for-hire. Those accused include Yuriy Khrameyev, a former Russian intelligence colonel who worked with Vladimir Putin in his youth; Khrameyev’s son Kirill, reportedly an officer with the Federal Security Service (FSB); two Cuban citizens; and one Venezuelan citizen. All are believed to live in Russia and remain at large. According to the report, US authorities notified Garry Kasparov, the founder of the Free Russia Forum, that he had become a target of a Kremlin plot. Sources close to Kasparov said he was placed under special protection for the first time since emigrating to New York in 2013. Kasparov, who left professional chess for politics in 2005, has long said he feared for his life. He previously hired eight bodyguards in Russia who accompanied him everywhere, even carrying his food and water to prevent possible poisoning. In a 2012 interview, Kasparov admitted that what he valued most abroad was the ability to live without protection. After departing Russia in 2013, authorities in Russia began launching criminal cases against him. Since the full-scale invasion of Ukraine, Kasparov has been labeled a “foreign agent” and, in 2024, added to the Russian registry of “terrorists and extremists.” In May this year, Russia issued an international arrest warrant for him. Ilya Ponomarev—the only State Duma deputy to vote against the annexation of Crimea in 2014—was also named as a potential target. Since the full-scale invasion of Ukraine, Ponomarev has joined the Territorial Defense Forces, founded the opposition media outlet Utro Fevralya, and promoted the Congress of People’s Deputies as an alternative to the Putin government. He has survived five assassination attempts and now splits his time between Kyiv and Washington. A $40,000 reward was allegedly offered for his killing. Surveillance cameras reportedly caught images of the person who tracked him, but the attempt did not take place because the would-be assassin withdrew. Others reportedly listed for assassination included Vladimir Kara-Murza; Ivan Tyutrin, co-founder of the Free Russia Forum (now living in exile in Lithuania); and Ruslan Gabbasov, a Bashkir activist residing in Vilnius and advocating for Bashkortostan’s independence. The article notes that references to Garry Kasparov have been removed from Russian school textbooks. It also mentions reports that a personal adversary of Putin was found dead in Riga.

Russian Foreign Minister Sergei Lavrov has issued a warning to Poland after Warsaw announced plans to produce missiles for US-made Patriot air defense systems. Speaking at the Valdai Discussion Club on September 29, Lavrov urged Poland to "carefully study" Russia's military doctrine—comments that came amid ongoing Kremlin criticism of European support for Ukraine. "As for this issue, we have a military doctrine that the president has cited multiple times. I urge you to carefully study the relevant section of this important document," Lavrov said during his appearance at the forum. He did not specify what retaliatory measures Moscow might take or announce any new Russian decisions. Lavrov did not clarify which provision he was referring to, nor what specific consequences Russia might link to Poland’s plans to manufacture Patriot missiles. Lavrov’s reference to “military doctrine” comes as Russia’s current strategic policy framework centers on the document "Fundamentals of State Policy of the Russian Federation on Nuclear Deterrence," which was approved by Vladimir Putin in November 2024. The Kremlin has previously said this document defines military risks and the circumstances under which Russia would consider using nuclear weapons. Lavrov made his comments as Poland pursues efforts to strengthen its national security and the security of NATO’s eastern flank . Poland and the US have been discussing the possibility of producing Patriot missile system components in Poland for several months. In July, Polish Deputy Defense Minister Magdalena Sobkowiak-Czarnecka said Warsaw had proposed a trilateral cooperation model with the US and Ukraine. She explained that relocating the missile production project—which had also been discussed as a possibility for Ukraine—to Poland would provide a safer location. "We proposed that this cooperation take place as a trilateral partnership—the US, Ukraine, and Poland—precisely to ensure that production can be carried out in a safe place," Sobkowiak-Czarnecka told reporters during a briefing in Washington on July 23, 2026, according to Polish news agency PAP. By August, Polish officials said talks with Washington had moved beyond preliminary evaluations. In an interview with Polish radio TOK FM on August 18, 2026, Sobkowiak-Czarnecka said the US could reach a decision within one to two months. Poland has been competing with Germany for this project. In September, Warsaw expanded its pitch beyond production, discussing the establishment of a maintenance and service center for PAC-3 Patriot missiles in Poland. During negotiations in the US from September 23 to 25, a Polish delegation talked with American counterparts about creating such a center, developing joint production, and future deliveries. The Polish Ministry of National Defense confirmed these discussions. Poland already manufactures Patriot system components Poland is not new to the Patriot program, as it already has domestic production capabilities connected to it. State defense group PGZ and its subsidiaries are involved in the Wisla program—Poland’s effort to develop air and missile defense based on the Patriot system. For example, Poland already produces M903 launchers. In 2024, Polish company Huta Stalowa Wola signed an agreement with Raytheon Polska to manufacture 48 such launchers. Additionally, in September 2026, Polish firm WZE signed deals with Lockheed Martin and Raytheon to produce components for the PAC-3 MSE interceptor and the LTAMDS radar. The first Polish-made PAC-3 MSE components are expected to be delivered to the US in 2027, Polish outlet Defensehere reported on September 10. Warsaw’s latest proposal aims to expand Poland’s role further, including the potential production of the interceptor missiles themselves, rather than building the entire Patriot infrastructure from scratch. Patriot is one of the most important Western air and missile defense systems used by Ukraine to defend cities and critical infrastructure from Russian missile attacks, especially ballistic missiles. However, the supply of interceptor missiles remains limited. On September 25, Reuters reported that Patriot inventories in the US and among allied countries remain constrained, due to high demand not only from the war in Ukraine but also other conflicts. In response, the US and European countries are discussing ways to ramp up production of air defense missiles. Germany has also sought the capability to produce Patriot interceptors in Europe. Poland is preparing a new batch of Patriot missiles for Ukraine to help defend against Russian ballistic missile attacks. Authorities in Warsaw have indicated that the shipment will be small and have not disclosed precise figures. Germany has also said it is willing to share some of its limited missile stocks with Ukraine.

He noted that Berlin is “constantly seeking ways” to supply Ukraine with air defense systems and other arms. The German foreign minister said he is convinced that European security "must now be built not with Russia, but against Russia." He added that he expects this approach to remain in place for the foreseeable future. Germany plans to allocate more than 11.5 billion euros (about $13.1 billion) in military aid to Ukraine in 2026. In 2027-2028, Berlin expects to provide around 23 billion euros (about $26.1 billion) to support Kyiv. Earlier, Germany proposed a new mechanism for financing military aid to Ukraine. Ukraine and Germany have also been deepening their defense industry cooperation in the areas of air defense, artillery, drones, and electronic warfare systems.

Polish Prime Minister Donald Tusk has warned that his country faces difficult weeks and months ahead, as Russian attacks on Ukraine move increasingly closer to the Polish border. He said that Poland is on heightened alert, with government agencies preparing for what could be an exceptionally challenging and dangerous autumn. Tusk delivered his statement on September 29, 2026, ahead of a cabinet meeting. He highlighted that recent heavy barrages against western regions of Ukraine saw Russian drones detonating near European Union territory, according to Polish broadcaster TVP Info . "We are facing very difficult weeks and months due to Russia's increasingly aggressive stance toward Ukraine, and these aggressive actions are unfortunately drawing ever closer to our own border," Tusk said. According to Tusk, Russian strikes near the Polish border have become a regular occurrence. He clarified that his remarks were not a warning about an imminent attack on Poland, but rather addressed the risks arising from the fighting in Ukraine and the proximity of Russian strikes. "Our focus is to ensure that nothing bad happens on the Polish side," he added. The immediate trigger for Tusk's warning was a recent incident in which a Russian Geran-5 attack drone exploded just one to two kilometers from the Polish-Ukrainian border crossing at Yahodyn–Dorohusk. The threat was so close that Polish authorities had to urgently evacuate their border and customs personnel and activate emergency alarm protocols. On September 13, Tusk had already called a special meeting with the heads of law enforcement agencies and the Ministries of Defense and Interior. At that time, he warned that Russia's escalation is becoming a reality and its manifestations are approaching the Polish border. He again cautioned that the coming weeks and months could see a notable rise in Russian activity, and did not rule out that such escalation could impact Polish territory—although he underscored this was only one possible scenario. Tusk noted that Russian attacks near Poland are now routine, particularly strikes on border crossings and infrastructure in regions adjacent to Poland. "Every night or every 24 hours, we have to scramble our aircraft several times," he said. Poland has repeatedly deployed its air force, with military command regularly activating emergency response protocols, which involve dispatching Polish and allied fighter jets and putting air defense systems on maximum alert. Whenever Russian forces launch cruise or ballistic missiles—or carry out massive drone attacks, such as with Shahed or Geran drones—toward Lviv, Volyn, Rivne or Ternopil regions, Poland's Armed Forces Operational Command (DORSZ) immediately triggers the NATO airspace defense protocol. This means that alert pairs of Polish Air Force F-16s, as well as allied aircraft—including American F-35s or Eurofighter Typhoons deployed on Baltic Air Policing missions or stationed at Polish air bases like Lask or Minsk Mazowiecki—take to the skies. Tusk has previously spoken of a difficult period not only for Poland, but for Ukraine and its allies as well. On September 18, during a visit to Ukraine, he warned that challenging weeks and months were ahead for everyone, not just Ukraine. "All of us, not only Ukraine, face tough, difficult weeks and months, so this is a moment that calls for solidarity," he said. During that visit, Tusk stated that he came to Ukraine partly to show Kyiv that it is not alone in the face of Russian aggression. He also stressed the need for continued support to Ukraine and Poland's role in strengthening regional security. Throughout September, the Polish Prime Minister repeatedly linked the tightening of security measures in Poland directly to the increase in Russian attacks against Ukraine. Warsaw continues to emphasize the importance of supporting Ukraine and reinforcing NATO's eastern flank. Poland has also said it is willing to consider building a plant on its territory to manufacture missiles for the American Patriot air defense systems used by Ukraine. Warsaw has proposed relocating potential production from Ukraine to Poland, although a final decision rests with the United States. Russian Foreign Minister Sergey Lavrov has already responded to Poland's plans to establish Patriot missile production, urging Warsaw to "carefully study" Russia's military doctrine and implying potential consequences. On September 29, Estonia formally accused Russian intelligence services of orchestrating the arson attack on the Milrem Robotics defense company building in Tallinn. Estonia’s foreign minister and the Estonian Internal Security Service (KAPO) also released statements on the allegations. The fire broke out overnight between August 14 and 15 in the Lasnamäe district. No one was injured. Milrem Robotics later stated that the incident did not disrupt production or equipment deliveries. In September, Latvia handed over three suspects to Estonia, and a court ordered them to remain in custody. Earlier reports said those detained were Latvian citizens, and at the time, Kristen Michal indicated that investigators were looking into possible Russian involvement. Milrem Robotics specializes in developing unmanned ground and robotic systems for military and other security forces. The company produces the THeMIS robotic platforms, which are actively used in Ukraine. The Kremlin rejected the accusations. Russian presidential spokesperson Dmitry Peskov called them “baseless” and “reckless.”

He added that the 66th Separate Mechanized Brigade and other units of the Third Army Corps have so far restored control over 125 square kilometers as part of Operation Vivaldi. Zelensky also said he chaired a coordination meeting with corps, brigade, and battalion commanders on the Lyman front. “There were reports on defense procurement decisions, especially pickups, at brigade level,” the president said. “We also discussed strengthening the State Border Service, boosting funding for drones, simplifying procurement, expanding personnel rosters, as well as recruitment and training. There’s a need for longer-range artillery, and this issue was agreed upon with the military. We also agreed that commanders will prepare proposals on frontline soldiers’ pay,” Zelensky added. According to Zelensky, corps commanders also provided updates on the situation on Ukraine’s eastern and southern fronts. The president was briefed on developments in drone and counter-drone technologies and new approaches to warfare. “We discussed the return of troops from special operations centers, the involvement of foreigners, and logistics. All these issues must be addressed by military leadership and discussed at the next Staff meeting. We are working to ensure our soldiers have more options to defend our positions,” Zelensky concluded. Ukrainian forces on the Lyman front have completed the third stage of Operation Vivaldi, during which they recaptured Katerynivka, Novoe, Novomykhailivka, Ridkodub, and Karpivka. The defenders reportedly took more than 250 Russian troops prisoner. Defense forces also cleared Novoselivka, Oleksandrivka, Yarova, the outskirts of Korovyi Yar and Serednie, as well as Drobysheve, Dyrylove, and Shandryholove.

Three others—a man, a woman, and a child—were pulled out alive and are receiving medical treatment. Tkachenko reported that several private homes in Vyshhorod district were damaged or destroyed, and fires broke out in a residential building and garages. In Bucha district, three private homes, 11 vehicles, and two warehouses were damaged, with a fire breaking out there as well. There were also reports of "infrastructure facilities affected by the attack" in Bucha, Vyshhorod, and Obukhiv districts. In Kyiv itself, Russian forces struck with ballistic missiles the same night. Klitschko said two people were killed and 26 injured in the September 28 attacks on Kyiv. On the night of September 29, Kyiv was hit by a combined missile and drone strike. Missile debris landed near a residential building and a drone struck the roadway. No casualties were reported.

Russia will continue its "special military operation" in order to fully secure its national interests, Kremlin spokesperson Dmitry Peskov said on September 29. According to Peskov, there are allegedly no supporters of dialogue with Moscow in the West. "This makes it necessary to consistently carry out the special military operation to fully, one hundred percent secure our national interests," Peskov stated. He added that the Kremlin would continue supporting war veterans who have been elected to various government positions. Peskov said that various state agencies and political parties are involved in this effort. He also noted that Kremlin head Vladimir Putin and party leaders had expressed satisfaction at the large number of veterans elected to legislative bodies at different levels. Kremlin officials have repeatedly claimed that Western countries and Ukraine are attempting to influence the course of Russian "elections." On September 16, Russian Foreign Minister Sergey Lavrov alleged that European countries are seeking to prevent Russians from voting for a "better future" and to alter their chosen political direction. On September 15, Peskov again addressed the subject of a possible energy truce and the idea of bi- or trilateral talks. Earlier, on September 11, it was reported that a drone attack had targeted a territorial election commission in Samara, damaging vote-counting equipment.

An amphibious ground robotic platform has traveled more than 40 kilometers to deliver ammunition and food supplies to Ukrainian troops at the front. The Armed Forces of Ukraine have deployed a new domestically produced amphibious ground robotic complex, according to the Ukrainian Ministry of Defense's press service . Ministry officials stated that the vehicle completed its first logistical mission, carrying both ammunition and food to frontline positions. The route took the robot over both land and water, covering a distance of more than 40 kilometers. Technical specifications for the latest Ukrainian amphibious ground robotic complex have not been made public, and even its official name remains undisclosed. However, the Ministry of Defense has shared some details. According to the ministry, the robot can operate on water, switch to aquatic mode within seconds, and is capable of covering distances greater than 40 kilometers. Ukrainian engineers upgraded a standard ground robotic complex to make it amphibious within a few months. Funding for the project was provided through a grant from the Brave1 defence innovation cluster. Brave1 launched a dedicated program for amphibious robotic platforms in June 2026. Earlier reports indicated that the Armed Forces of Ukraine have doubled the use of robotic platforms at the front. It was also reported that Ukrainian developers have created an armed robotic platform equipped with a grenade launcher for the country's military.

Khochu Zhit reported that on September 18, 2026, Kazakhstan's embassy sent an official note to Russian officials requesting assistance in returning Kazakh nationals serving in the Russian army. The case of 25-year-old Astana resident Miras Taszharganov was specifically mentioned. Taszharganov had traveled to Russia for work, but was allegedly pressured into signing a contract with the Russian Ministry of Defense. He later told his mother that he and several other Kazakh citizens had found themselves in a difficult situation. Khochu Zhit stated that at least 2,420 Kazakh citizens have signed contracts with the Russian Ministry of Defense and are being sent to fight in the war against Ukraine. Overall, more than 12,000 people from Central Asian countries have reportedly been recruited into the Russian army. Kazakh authorities have begun criminal proceedings against citizens fighting against Ukraine as part of the Russian military. The country's laws stipulate criminal liability for participation in foreign armed conflicts and for mercenary activities. It was previously reported that Kazakhstan is introducing paid electronic entry permits for Russian citizens.

Ukrainian President Volodymyr Zelensky’s announcement that Kyiv had handed over two North Korean prisoners of war to South Korea has sparked a diplomatic dispute. Seoul accused Ukraine of breaching a confidentiality agreement—an arrangement Kyiv says never existed. The disagreement followed Zelensky’s speech at the United Nations General Assembly, where he said that two North Korean POWs were transferred to South Korea. Ukrainian forces had captured the two men in Russia’s Kursk region in January 2025. The men were among soldiers reportedly sent by Pyongyang to fight alongside Moscow, and after their capture, they expressed a desire to go to South Korea. Seoul regards North Koreans as its own citizens. In July, Zelensky and South Korean President Lee Jae-myung agreed to resolve the matter based on the "free will" of the soldiers. Earlier this month, the POWs arrived in Seoul via a third country. According to South Korean authorities, Kyiv had requested that the transfer remain confidential, citing concerns for the men’s and their families’ safety, as well as diplomatic sensitivities. Seoul agreed to this request. However, during his speech at the UN, Zelensky publicly stated that Ukraine had sent the two North Korean prisoners to South Korea. Following the speech, President Lee Jae-myung said Ukraine had violated a non-disclosure agreement and expressed regret. In response, presidential adviser Dmytro Lytvyn wrote on Facebook that no such agreement existed. The South Korean president’s office called that claim false and said Ukraine's actions had seriously undermined trust between the governments. On Monday, South Korea’s Foreign Ministry summoned Ukraine’s acting charge d’affaires and demanded an official government apology. The Ukrainian ambassador in Seoul was told there had been a "clear agreement" between the two countries. When asked whether the agreement was in writing, the ministry said only that both sides had agreed to keep the matter confidential. Ukraine’s embassy in Seoul did not comment. North Korea has not made any public statements. South Korea’s Ministry of Unification said it had not detected any related developments inside the North, but would monitor the situation. Pyongyang traditionally glorifies soldiers who choose to die rather than be captured; according to Cho Han-bum of the Korea Institute for National Unification, the transfer of two surviving soldiers who opted for the South is "fatal" for the regime. He suggested the incident would likely be hidden from the North Korean public, replaced with a heroic narrative. Since Russia’s full-scale invasion of Ukraine, Seoul has condemned Moscow's actions, joined Western sanctions, and in July pledged a $100 million aid package. However, South Korea does not supply weapons to Ukraine, maintaining its policy of not providing lethal arms to countries at war. Before the conflict, Russia had been one of South Korea’s biggest trading partners, and President Lee’s government is also seeking to improve ties with Pyongyang. The dispute has now led to open criticism of Ukraine. Democratic Party lawmaker Kim Byung-joo said there was "no reason" to support Kyiv and called on the government to immediately reconsider its aid. North Korea, a Russian ally, has previously threatened the US and South Korea with a possible nuclear response. Pyongyang has said it may invoke its nuclear doctrine if it views actions from Washington and Seoul as a threat. On September 28, South Korea’s Foreign Ministry once again summoned Ukraine’s acting ambassador Andriy Veshkin over the controversy involving the North Korean prisoners of war.
