Truth and reconciliation commissions are only one transitional justice tool among many. They only work under very specific conditions, and often fail. Transitional justice is a complicated field, and when done wrong tends to blow up in your face. It’s an important conversation that requires care.

absolutely. this was always my understanding: that a full and accurate accounting, in which the perpetrators admitted to what they had done was worth the price of limited or in some cases even total absolution for some of the offenders.

This is absolutely correct, but I worry that "truth and reconciliation" will sound too foreign to Americans who have long been allergic to truth and/or reconciliation. I'd just say "we're finally going to hold people who broke the law and violated the Constitution accountable for their crimes"
