Subject: Councilmember Traci Park and the Department of Recreations and Parks are
not operating responsibly in Venice - Complaint and Public Record Act request.
Hello Councilmember Park and RAP Commissioners,
Public property belongs to the people—not to elected officials, City staff, or private
event operators. Decisions involving taxpayer-funded public assets must be approved
before they are implemented, not after the fact. Anything less undermines transparency,
meaningful public oversight, and public trust in City government.
Windward Plaza and the surrounding public park area are an important public coastal
zone park area in the dual permit area of the coastal zone in Venice. This weekend the
"World Cup 2026 - Fan Zone” took over Windward Plaza privatizing the majority of the
public recreation area on July 10, 11, and 12 with a minimum $60 entrance fee.
Councilmember Traci Park personally promoted this event in multiple postings on her
social media (below).
Meanwhile, "26-179" is a Board of Recreation and Park Commissioners Report dated
July 16, 2026. Sonya Young Jimenez is identified as Superintendent, Department of
Recreation and Parks, Venice Beach and West Region.
26-179 includes Recommendations; Summary; Environmental Impact; Fiscal Impact;
And list of Attachments/Exhibits: 1. License Agreement, signed by RAP General
Manager Jimmy Kim.
The attached "License Agreement between the City of Los Angeles and Venice Beach
FWC, LLC to Operate the Windward Plaza Official Fifa Fan Zone and Health and
Wellness Event” is an unsigned document.
However, Exhibit D of the License Agreement is "Timeline - FWC LLC - FIFA Fanzone -
Venice Beach 2026 Run of Show” showing the event took place on July 11, 12, and 13,
2026.
How is this acceptable? What liability risks were taxpayers exposed to regardless
of the actual outcomes on July 11, 12, and 13?
Taxpayer concerns are legitimateAfter-the-fact approval of a City contract for a high-profile event on iconic public spaces
like Windward Plaza undermines transparency, meaningful public oversight, and
confidence in the City's stewardship of taxpayer-funded public assets.
Please provide the relevant documentation supporting this Public Record Act
requests - Please include all communications including but not limited to texts of
any kind; emails, letters, or other forms of written communication; meetings with
date, location, agenda, persons present; and minutes; etc., with any party:
• Why was the agreement not fully executed before exclusive use of public
property?
• Who authorized the use of Windward Plaza before Board approval?
• Were indemnification provisions in effect before occupancy?
• If something had gone wrong before approval, what agreement governed
liability?
These are public accountability issues.
Required Public Process
The privatization of a large area of public coastal zone park area around Windward
Plaza from July 11-13 for a fee-based event at a minimum $60 entry fee required a
public hearing, public comment, and board deliberation. It also required a coastal
development permit for a “change of use” and “change of intensity of use” of primary
public access coastal park land. It also required a valid city contract with
indemnification for taxpayers.
Brown Act Requirements:
• public notice,
• public comment,
• Board deliberation, and
• approval before City resources are committed.
Violation of the Brown Act
The "World Cup 2026 - Fan Zone” at Windward Plaza on July 11, 12, and 13, 2026, was
not approved in a publicly noticed meeting before the event.
• No public notice, public hearing, public comment, board deliberation
• the Board's statutory approval authority was bypassed,
• the Board did not retain meaningful discretion,• On July 16, 2026, the Board is being asked to ratify a completed decision.
The scheduled RAP commission board hearing for 26-179 - "License Agreement
between the City of Los Angeles and Venice Beach FWC, LLC to Operate the
Windward Plaza Official Fifa Fan Zone and Health and Wellness Event” on July 16,
2026, is seeking an after-the-fact approval. It is symbolic only from a public participation
and board deliberation perspective. The practical decision has already been made.
1. Event Organizer - Venice Beach FWC, LLC
California Secretary of State public records show that John William Cohn filed the
Articles of Organization CA Limited Liability Company for Venice Beach FWC, LLC on
May 29. 2026. Mr. Cohn filed a Statement of Information for Venice Beach FWC, LLC
on June 1, 2026.
RAP did not execute a “License Agreement” with Mr. Cohn, Venice Beach FWC, LLC, in
advance of the event on July 11-13, 2026.
2. After-the-Fact Approval of a City Contract & Taxpayer Liability
"26-179" is a Board Report for Board of Recreation and Park Commissioners dated July
16, 2026. It includes Recommendations; Summary; Environmental Impact; Fiscal
Impact; And list of Attachments/Exhibits: 1. License Agreement, signed by RAP General
Manager Jimmy Kim. However, the attached "License Agreement between the City of
Los Angeles and Venice Beach FWC, LLC to Operate the Windward Plaza Official Fifa
Fan Zone and Health and Wellness Event” is an unsigned document. This is apparently

It's great to see Raman likely advancing to the next round, but at the same time it's gut wrenching knowing that Faizah won't be representing the westside. The city council determines the fate of LA, and we need to grapple with the fact that MAGA money bought Traci Park another 4 years.

Want a Mamdani story in LA?

You’re not gonna get one, not at the mayoral level, at least.

Because LA has a “weak mayor system.” This means most of the power comes from the City Council.And after a lot of people lost their jobs following the disastrous leaked recording in 2022, it’s gotten so much better.

However, there’s still much progress to be made, like ousting Traci Park, which will hopefully happen on June 2. Park represents CD 11, and while California is a blue state, and Los Angeles County is a blue county and LA is a blue city, CD 11 feels red.

It’s not red, that’s not fair, but it is conservative. Especially when it comes to renters and people experiencing homelessness.Which makes Traci Park, staunch advocate of the single family home owner, very popular. She’s a NIMBY and her arguments against people she deems “criminals” are reminiscent of Spencer Pratt and Steve Hilton.

Not to "well-actually" this, but... Since 1925, Street lights in LA have been funded by a parcel tax. However, this tax is not adjusted for inflation, so periodically the city has to go to the voters to increase the tax.

People today are more disconnected and lonelier than they’ve been in decades. Here in Los Angeles, our city’s design plays a role in that isolation. Sprawling neighborhoods with few ways of getting around without a car impact our relationships, our sense of community, and how we engage civically.
