So to recap: RAP commissioners retroactively voted to approve a contract for an event that did not actually happen in the way described in said contract 🙃 And are there no penalties for failing to deliver what was promised? Here's the agreement: recreation.parks.lacity.gov/sites/defaul...

Last night the Venice Neighborhood Council heard residents' complaints about last weekend's fan zone that privatized the beach. Here's one letter that details the potential violations — including heavy promotion of the events on Traci Park's social media accounts: www.venicenc.org/assets/docum...
Date: July 14, 2026
Subject: Councilmember Traci Park and the Department of Recreations and Parks are
not operating responsibly in Venice - Complaint and Public Record Act request.
Hello Councilmember Park and RAP Commissioners,
Public property belongs to the people—not to elected officials, City staff, or private
event operators. Decisions involving taxpayer-funded public assets must be approved
before they are implemented, not after the fact. Anything less undermines transparency,
meaningful public oversight, and public trust in City government.
Windward Plaza and the surrounding public park area are an important public coastal
zone park area in the dual permit area of the coastal zone in Venice. This weekend the
"World Cup 2026 - Fan Zone” took over Windward Plaza privatizing the majority of the
public recreation area on July 10, 11, and 12 with a minimum $60 entrance fee.
Councilmember Traci Park personally promoted this event in multiple postings on her
social media (below).
Meanwhile, "26-179" is a Board of Recreation and Park Commissioners Report dated
July 16, 2026. Sonya Young Jimenez is identified as Superintendent, Department of
Recreation and Parks, Venice Beach and West Region.
26-179 includes Recommendations; Summary; Environmental Impact; Fiscal Impact;
And list of Attachments/Exhibits: 1. License Agreement, signed by RAP General
Manager Jimmy Kim.
The attached "License Agreement between the City of Los Angeles and Venice Beach
FWC, LLC to Operate the Windward Plaza Official Fifa Fan Zone and Health and
Wellness Event” is an unsigned document.
However, Exhibit D of the License Agreement is "Timeline - FWC LLC - FIFA Fanzone -
Venice Beach 2026 Run of Show” showing the event took place on July 11, 12, and 13,
2026.
How is this acceptable? What liability risks were taxpayers exposed to regardless
of the actual outcomes on July 11, 12, and 13?
Taxpayer concerns are legitimateAfter-the-fact approval of a City contract for a high-profile event on iconic public spaces
like Windward Plaza undermines transparency, meaningful public oversight, and
confidence in the City's stewardship of taxpayer-funded public assets.
Please provide the relevant documentation supporting this Public Record Act
requests - Please include all communications including but not limited to texts of
any kind; emails, letters, or other forms of written communication; meetings with
date, location, agenda, persons present; and minutes; etc., with any party:
• Why was the agreement not fully executed before exclusive use of public
property?
• Who authorized the use of Windward Plaza before Board approval?
• Were indemnification provisions in effect before occupancy?
• If something had gone wrong before approval, what agreement governed
liability?
These are public accountability issues.
Required Public Process
The privatization of a large area of public coastal zone park area around Windward
Plaza from July 11-13 for a fee-based event at a minimum $60 entry fee required a
public hearing, public comment, and board deliberation. It also required a coastal
development permit for a “change of use” and “change of intensity of use” of primary
public access coastal park land. It also required a valid city contract with
indemnification for taxpayers.
Brown Act Requirements:
• public notice,
• public comment,
• Board deliberation, and
• approval before City resources are committed.
Violation of the Brown Act
The "World Cup 2026 - Fan Zone” at Windward Plaza on July 11, 12, and 13, 2026, was
not approved in a publicly noticed meeting before the event.
• No public notice, public hearing, public comment, board deliberation
• the Board's statutory approval authority was bypassed,
• the Board did not retain meaningful discretion,• On July 16, 2026, the Board is being asked to ratify a completed decision.
The scheduled RAP commission board hearing for 26-179 - "License Agreement
between the City of Los Angeles and Venice Beach FWC, LLC to Operate the
Windward Plaza Official Fifa Fan Zone and Health and Wellness Event” on July 16,
2026, is seeking an after-the-fact approval. It is symbolic only from a public participation
and board deliberation perspective. The practical decision has already been made.
1. Event Organizer - Venice Beach FWC, LLC
California Secretary of State public records show that John William Cohn filed the
Articles of Organization CA Limited Liability Company for Venice Beach FWC, LLC on
May 29. 2026. Mr. Cohn filed a Statement of Information for Venice Beach FWC, LLC
on June 1, 2026.
RAP did not execute a “License Agreement” with Mr. Cohn, Venice Beach FWC, LLC, in
advance of the event on July 11-13, 2026.
2. After-the-Fact Approval of a City Contract & Taxpayer Liability
"26-179" is a Board Report for Board of Recreation and Park Commissioners dated July
16, 2026. It includes Recommendations; Summary; Environmental Impact; Fiscal
Impact; And list of Attachments/Exhibits: 1. License Agreement, signed by RAP General
Manager Jimmy Kim. However, the attached "License Agreement between the City of
Los Angeles and Venice Beach FWC, LLC to Operate the Windward Plaza Official Fifa
Fan Zone and Health and Wellness Event” is an unsigned document. This is apparently
scheduled for after-the-fact approval by the Board of Recreation and Park
Commissioners on July 16, 2026.
26-179 "LICENSE AGREEMENT” includes #12, Representations and Warranties:
“This AGREEMENT constitutes the valid and legal binding obligation of CITY and
LICENSEE, enforceable in accordance with its terms and conditions.” But it was not
signed in advance of the event.
#19, Ratification states, “PARTIES may have begun performance of their obligations
required hereunder prior to the execution of this AGREEMENT. By its e…

To me the most refreshing leaders are the ones leading with radical transparency and honesty. If more progressive politicians lean into that, we can disarm the Pratt/Park right wing fearmongering machine.

When politicians sound overly defensive or evasive, it pisses everyone off (left and right) and that’s why I think we see historic levels of distrust in government institutions across the board. “The system feels broke but they’re telling me it’s fine wtf?”

It’s time for the left to take the “transparency and accountability” frame back from the right. Afterall, we are the side that believes in a robust government social safety net! @kennethmejia lives in this lane and he’s the most popular politician across the spectrum here.

Unlike them, we WANT government investments to work, which is why 250 empty apartments should be unacceptable to us. But when leaders make excuses, it lets the other side say the whole strategy is a failure when it’s not.

I hate reading stories like this because it provides talking points to people like Traci Park and Spencer Pratt to attack homelessness spending and “housing first” writ large. This is why progressives MUST care about transparency and accountability in government programs. laist.com/news/housing...

We have the opportunity to clarify in plain language that City Council does in fact have the authority to oversee the policy of its largest department just like it does with all other City departments. LAPD should be accountable to *someone* in LA.
141
Faizah Malik (she/her) @faizahforla.bsky.social · 11/06/2026
LAPD ACCOUNTABILITY: Right now the culture of City Hall is one that allows LAPD to operate above the law, literally. This has enabled LAPD to operate with almost no accountability when they brutalize protesters and the press, pull over Black and Brown Angelenos, or collaborate with ICE

Faizah Malik (she/her) @faizahforla.bsky.social · 11/06/2026
We should expand the number of councilmembers in LA to 25. This isn't crazy because plenty of cities have bigger councils. In NYC (where I worked for years writing housing and transportation laws for the City Council) there are 51 councilmembers. It allows for more diverse voices at the table.
171
Faizah Malik (she/her) @faizahforla.bsky.social · 11/06/2026
In order to run for a council seat in LA, you need a lot of money and institutional and organizational support to win. Even with public match money, I had to raise more than $500k and build a massive campaign infrastructure to run a viable campaign to compete against an incumbent.
140
Faizah Malik (she/her) @faizahforla.bsky.social · 11/06/2026
What is the impact? Constituents don’t have access to their rep. Each councilmember lords over their district like a fiefdom, making decisions that protect their resources and special interests over the city as a whole. Fewer decisionmakers = concentrated and entrenched power.
160
Faizah Malik (she/her) @faizahforla.bsky.social · 11/06/2026
COUNCIL EXPANSION: A lot of the things that people are frustrated by with LA governance trace back to the structure of our system (heard the term “weak mayor”?). In LA, we have 15 councilmembers for a city of 4 million people (270k per rep). Only 15 people hold all the power in LA! That’s too few.
150
Faizah Malik (she/her) @faizahforla.bsky.social · 11/06/2026
RANKED CHOICE VOTING: Our election system creates increasingly toxic campaign cycles. Ranked choice voting encourages more candidates and allows voters to express their values without forcing them to choose between the “lesser of two evils.” It'll allow for more Lander-Mamdani coalition building.

Faizah Malik (she/her) @faizahforla.bsky.social · 11/06/2026
There are many important reforms proposed, but I want to focus on a few to shift the balance of power in LA: (1) ranked choice voting, (2) City Council expansion, and (3) police oversight and accountability. Faizah Malik (she/her) @faizahforla.bsky.social · 11/06/2026
This is only the second time in 100 years that we have tried to do this. But the needed changes won’t come easily. Why? The City Council gets to decide which reforms voters can even consider. And as we know, the status quo loves to stay in power!

Faizah Malik (she/her) @faizahforla.bsky.social · 11/06/2026
LA is currently in the middle of a historic effort to rewrite the City Charter - the city’s rulebook for how LA functions - to restore trust in local government after decades of scandals and bureaucratic ineptitude. I cannot emphasize enough how much we need this.

Through our organizing on this campaign, we forced the most conservative member of City Council to talk about immigrants, tenants, and housing. Our campaign made sure that the whole district was talking about affordable housing, the rights of tenants, and how all of us deserve a dignified life.

The nearly 4 million dollars spent against us by MAGA donors, corporations, and the uberwealthy is the most money ever spent on an LA City Council race. This is a clear sign of the strength of our movement here on the Westside and across LA to elect leaders who fight for our values and our agenda.

Our campaign raised more money than any other City Council challenger in Los Angeles and knocked on more doors than any City Council campaign in the history of the city. Because of the power we built together, our opposition had to spend $3,970,189 to keep us from getting to City Hall.

Angelenos have repeatedly voted to tax ourselves in order for the City to have enough funding to build housing and provide services for our struggling unhoused neighbors. When these investments are mismanaged or worse illegally obstructed by elected officials, Angelenos lose trust in government.

If we lose that status, not only could LA be denied hundreds of millions of dollars in State funding to build housing, we also risk losing our local zoning discretion. Which would mean that LA residents would not have input on what gets built where. All that risk to kill one housing project!
