It's called "Say's Law" Roughly summarised it claims that if something is provided, it will be used to the maximum Utter bollix, of course. Keynes thought Say'discredited', but 'Says Law' was revived by opponents of the NHS and Social Security, the IEA, FEE, Buchanan and Friedman in particular 1/2
