Wherein my city council member deploys apt descriptors of this late stage we find ourselves in (enshittification!) to explain his votes and uphold the clear moral compass (good for people?) from which he operates.

This was in the context of why I voted in support of Workers Drive Minneapolis, our autonomous vehicles regulations ordinance. We can’t just keep rolling over for Big Tech and not learn from what’s happened with rideshare, social media, & AI. Read more ⬇️ content.govdelivery.com/bulletins/gd...

This weekend I had the honor of speaking at the Stonewall Sports 10th anniversary gala. I love riding my bike past Northeast Park & seeing it filled with Stonewall’s kickball league. Our LGBTQIA+ community living authentically and experiencing joy in our parks is the perfect antithesis to fascism.

I look forward to the BET coming together next week to finalize our levy and will keep working with my colleagues to see what’s needed to gain their support for our parks and city.
1220
Elliott Payne @elliottpayne.org · 24/09/2026
Cutting the city’s levy at the BET cuts off the flexibility for us to do the needed due diligence in our regular markup process to be able to restore these essential services and also cut the levy.
1211
Elliott Payne @elliottpayne.org · 24/09/2026
We’ve proven to do this before with the 2025 budget when the BET approved levy was an 8.3% increase and, through the city council’s amendment process, we lowered that increase to 6.8% while still having over 70 people-centered budget amendments.
1200
Elliott Payne @elliottpayne.org · 24/09/2026
We need the flexibility of the City’s current proposed levy to be able to both restore the cuts to important city programs and also look to lower the property tax increase.
1180
Elliott Payne @elliottpayne.org · 24/09/2026
Cuts to our neighborhood & community relations department that does crucial immigration legal protection & LGBTQIA+ equity work, and lastly cuts that would limit our ability to restore our contingency fund to protect the City’s long-term fiscal health.
1193
Elliott Payne @elliottpayne.org · 24/09/2026
Cuts to our co-enforcement program which has gotten back millions of dollars in stolen wages to workers, cuts to critical unarmed public safety services, cuts to our new election system that will help secure our democracy…
1192
Elliott Payne @elliottpayne.org · 24/09/2026
Funding the full city levy at the BET is the best way to restore the numerous cuts proposed by the mayor. In this budget there are currently cuts to our homelessness response, cuts to the City Auditor that would impact critical oversight work…
1211
Elliott Payne @elliottpayne.org · 24/09/2026
The park board has successfully made the case that they need this 5.8% increase just to keep the lights on for our best in the nation park system and I fully support them. I don’t believe we should force them into even more cuts by not granting their request.
1254
Elliott Payne @elliottpayne.org · 24/09/2026
Tonight at our Board of Estimate & Taxation meeting we deadlocked on deciding the maximum levy for the City and the Parks. I voted in full support of the park board’s levy request and the city’s request throughout every single amendment brought forward, but we could not find consensus on that.

I just got done speaking to 500 minneapolis families from across the city on why I support delaying the MPS closure plan. After COVID, the CDD, and Operation Metro Surge our students need stability. This plan is rushed & still leaves many questions about the district’s financial future unanswered.

MPD overages were hidden from the public, hidden from the city council. Now other departments face cuts. Residents suffer unsustainable property tax increases. Fact that we are here is a "failure of government and a failure of democracy."

Payne: Other city departments manage within their budget. MPD "lacks the basic administrative competency... Perhaps we need to treat this department differently."

Council President Payne: "we've politicized this conversation to the point that now it has become toxic to provide fiscal oversight of this department, as though you are some unhinged person detached from reality for daring to question how much money is spent on policing."

Every year at the Waite Park Fall Festival I table with a budget activity where people can vote on what I should prioritize for the budget. Each person gets 3 beads they can put in any of the jars as they see fit (all 3 in 1 jar, 1 in 3 different jars, etc.). Here are the results we got on Saturday.
