The minister in charge of the reform, Onoda Kimi, has a history of making xenophobic remarks, at one point saying on twitter (X) that "foreigners who can no longer support themselves must go back to their country (自活できない外国人は帰国が当然)". The strictness of reform seems to be much her doing.

According to the new rules for permanent residency in Japan, foreigners must earn "more than the average Japanese" to be eligible. In addition, foreigners will not be eligible for social assistance (生活保護), even if they are permanent residents. digital.asahi.com/articles/DA3...

SAGA — A 28-year-old trainee Buddhist monk was arrested Monday on suspicion of arson at the temple where he resides and practices in Imari, Saga Prefecture.

According to the Saga prefectural police, the suspect set fire to Entsuji temple in Imari at about 3:30 a.m. on June 30. The fire destroyed the main building and monks’ residence. The police quoted him as saying, “I am fed up with everything in my life.”

Three people live at the temple, but the head priest was not present at the time of the fire.
