After a 4.5 year postdoc, I joined NIH as a CSR intern. I was 31. At 32 I became a full time fed, at 33 I was a GS-14 (GS-15 is as high as most people can go in the gov). Every time I was asked if I regretted my decision to leave the lab, I pointed at that statistic.

Well, for example, NEI used to review K08 and K23 (clinician-focused) in house. Now they will be reviewed with other Ks from non-clinicians and from other ICs. Before I left I saw what happened to the T's because of this decision. It was not to the benefit of the vision community in any way.

I did 1) for years and thought it worked really well. Good, well trained reviewers, lots of applications so good range of quality for discussion/scoring purposes, and able to finish in one day if we did what we were supposed to do.

To give a little bit more info here, in many ICs, your branch chieves and division directors are responsible for making the payplans for the IC (ie, what is actually going to get funded). Lots of stuff happens before and after that but they have a very influential role.

This kind of thing happened at other ICs as well. Maybe not clinicians everywhere but it was certainly all hands on deck. It's also why I've repeatedly said that of all your favorite NIH people, the GMs deserve your thanks more then anyone.
