Woah, there was a separate order sanctioning DHS in the FEMA reduction-in-force case this weekend. Judge Illston says DHS officials *intentionally deleted signal messages* related to staffing cuts that "cannot be recovered." Gives presumption that the info lost was unfavorable. Boon to Plaintiffs.
