Excellent read on public administration and AI adoption, where @dianecoyle1859.bsky.social and @alturobov.bsky.social present four key recommendations for policymakers.
Public institutions and civil servants are increasingly turning to large language models (LLMs) like ChatGPT to help analyse the vast amounts of textual information—from policy drafts to public consultations—that define their work. This article demonstrates that the choice of how to use these tools is a critical governance decision, not a simple technical one. We present four distinct models of use, ranging from full manual control to scaled automation, and provide empirical evidence on the trade-offs associated with each. Our findings indicate that the most effective and responsible approach is a “human-in-the-loop” model, where AI is utilised to expedite the labour-intensive aspects of analysis, while human experts maintain complete control over interpretation and judgment.

But for all that, what I value more and more is the sheer physicality of cooking. Here we all are, our minds fizzing and popping, our lives spent on screens. Cooking is a way of establishing ourselves as bodies in the world. In cooking, you need to let your intelligence escape the confines of the mind and take up residence in the senses, in touch and taste and smell. But cooking also answers deeper needs. Just as I was about to embark on this column, the husband of one of my oldest friends died. I’ve loved her since I was 18, and him since I was 30, and the only way I felt I could do justice to that was by cooking. I made meatballs, I made cake, and I made rice pudding. Nothing fancy, nothing with a twist, just food to comfort the eater and to comfort me, the cook.

Marot is not the first Oxford entrepreneur to be underestimated by an Oxford economist. William Morris began his business career running a bicycle-repair shop on High Street, before moving into the manufacture of automobiles. As ever-larger manufacturing plants were built in Cowley, east Oxford, the economic historian Edwin Cannan — who taught at the London School of Economics but lived in Oxford — was opining in 1927 that he could not imagine where the demand would come from.
