Negligence isn't just incompetence, it's incompetence plus indifference I've got plenty of deficiencies, but when I screw up I either learn or I get help. If I'm incompetent and hold on to power and tell everyone I couldn't POSSIBLY protect my workers, that's indifference verging on negligence

Yeah it grows out of genuine sentiment, then misapplied My example is if someone's cruelty or neglectfulness comes from a history of abuse, get them treatment for the abuse, and also they need to spend reasonable time in the pokey for being abusive Treatment and justice aren't mutually exclusive

I will say that I suspect that the messy sensory input and chemical input make human conscious possible just as much as the processing power and recall Can I prove it? No. But it's definitely there and ultimately chatbots are 100% deterministic in a way that ... who knows if humans are?

I feel that the pro-consciousness AI types are making a very intelligent-design argument. I can't explain how an eye could evolve, and I know that a camera very similar to an eye can be designed, therefore eyes had to be designed by some unkown intelligence

If I don't know the roots of consciousness, but can only confirm that they exist in human minds, I would assume that it arises from the combination of traits that human minds possess. Chatbot-derived models contain a fraction of these so I'd say we have very little evidence one way or the other
