Lots of Third Space Discourse envisions a pattern where individuals go to a place and then connect with others to form a group. But I think the real dynamic is where people first form a group and then go adopt a space to (formally or informally) make their own.

Neighbors,
Many of you have reached out to my office regarding the lawsuit filed by Chief Henry against Mayor Her and the City of Saint Paul. My position remains unchanged: these allegations are very serious and should be taken seriously. Every city employee deserves respect and a safe, welcoming, and inclusive workplace, especially from leaders entrusted with significant responsibility.
I respect Mayor Her's right to due process, and I will not comment on the allegations contained in the lawsuit. I trust the courts to resolve this matter impartially.
I know many residents are feeling frustrated, concerned, and disappointed. Regardless of the outcome of this case, the existence of a lawsuit, the questions it raises, and concerns about leadership and governance have shaken public confidence.
Those feelings are understandable.
Trust is the foundation of local government. People need to know that their city is working for them, focused on the issues that affect their daily lives, and guided by leaders and public servants who take their responsibilities seriously. I do. I have high expectations for myself, my colleagues, and everyone entrusted with serving the people of Saint Paul. I expect integrity, accountability, and professionalism from all of us, and residents should too.

I continue to believe that greater transparency will help answer many of the questions residents have today. Releasing the full report of the investigation conducted by Resolute Law would provide some of the information that residents are seeking.
As someone who has called Saint Paul home for most of my life, this situation is difficult to watch. I am frustrated that it is taking attention away from the significant challenges facing our city. We still have hundreds of unhoused neighbors who need support and are currently living on a contaminated site. We are finalizing a nearly $1 billion budget for 2027. We recently restored proposed cuts to Dayton's Bluff Library and park hours, celebrated the opening of a Aldi grocery store downtown, unveiled new athletic fields at Baker Park, and negotiated a new franchise fee agreement with Xcel that will help support residents struggling with energy costs. These are the issues that directly affect people's lives, and they remain my focus.
Every day, more than 3,000 dedicated city employees show up to serve our community. They fill potholes, maintain parks, staff our libraries, respond to emergencies, repair streets, support families, and provide countless services that residents rely on.
They are the people who keep this city running no matter the circumstances. They believe in Saint Paul, and they deserve our gratitude and respect.

I want residents to know that there are people throughout city government who care deeply about this community, lead with integrity, and come to work every day committed to serving the public. We have challenges ahead, but I remain confident in this city and its people. My commitment is to continue showing up, doing the work, and earning your trust through transparency, accountability, and results.
Our city is counting on us, and I am focused on the work that matters most to the people we serve. Saint Paul is bigger than any one individual, any one office, or any one moment in time. We will get through this challenge together and continue building the city our residents deserve.

My statement on the developing situation regarding Mayor Her.

Allegations are not dispositive, and there is much that we do not yet know about what occurred between Mayor Her, senior members of city leadership, Chief Henry, and other members of the Saint Paul Police Department. The report prepared by outside counsel of the workplace conduct investigation into Mayor Her’s behavior has not been made public. The City Council has only seen the Mayor’s administration’s two-page summary of that report, prepared by a department she oversees. The allegations in Chief Henry’s complaint have yet to be adjudicated in legal proceedings.

There are, however, a few things that we do know. The allegations against Mayor Her that were made public this week are deeply troubling. They must be taken seriously by the public, the legal system, and the City Council. We also know that the Mayor’s administration’s own summary of the investigation says that the Mayor engaged in “offensive and inappropriate behavior,” “created an uncomfortable work environment for City employees,” and “sent inappropriate text messages” to at least two City employees. The Mayor was engaging in this behavior while our City was occupied by federal forces last winter, a moment when we desperately needed steady, focused leadership in City Hall.

Saint Paul city employees—no matter their title—should never question whether they will be treated with professionalism and respect by their supervisors and the city’s leadership. Our taxpayers should be able to trust that their money will be spent on essential services, not on lawsuits brought on by inappropriate workplace conduct. And every single person in our City should feel confident that the highest levels of City Hall are functioning effectively and relentlessly focused on making life better for Saint Paulites.

Any person accused of wrongdoing deserves to have a fair, impartial legal process determine the facts of what happened and assess the appropriate legal consequences. I respect that process, and do not intend to comment on the merits or specific claims in any current or future litigation. However, the existence of a legal process does not mean either the public or the Council is prevented from demanding better. As both a resident of this City and a member of the Saint Paul City Council, it is clear to me that we need and deserve more from our Mayor.

That starts with transparency. The full report from Resolute Law must be released. Just as urgently, the Mayor must explain how she is currently able to lead the Saint Paul Police Department as the chief executive for Saint Paul. A police force that does not have meaningful leadership from the people’s elected representative is not a tolerable or sustainable state of affairs. We need to know—now—what has and will be done to ensure that that leadership and oversight exists.
