if something works well and is placed within a democratic government framework, people will assume these things are inherent features of democracy; they're not, of course, but most will neither know or care. appearance matters just as much as function, something that is continually reinforced

when i think of government efficiency it's along the lines of bureaucracy or lack thereof requirements needed to get an ID or passport, the hoops for healthcare or social security. the ease of acquisition for a driver's license or a gun we have too much for some parts and not enough for others
