Shorter SCOTUS: 1) states can legislate Black voters out of existence if they call it partisan; 2) courts can’t use race to make up for that absent smoking gun of racist intent which can never be proven; and 3) Color-blindness is paramount constitutional value except for 1 above.

A tariff “refund” mostly goes to whoever wrote the tariff check: the importer of record. That’s not the same person who paid more at the register. So refunds -- if they're offered -- might sound like consumer relief, but in reality, they're corporate windfalls.
