This visualisation of Eurobarometer data on identities via Alexia Katsanidou shows that regional or national identities come first. But, this one-dimensional view is limiting: many Europeans indicate they are European second. And I doubt that many Europeans would not miss their European privileges.
Map of NUTS3 regions across Europe that illustrates the dominant identity -- i.e. the most often stated response too whether an individial describes themselves as having a European, national or regional primary identity

The number of battery electric vehicles (BEVs) on Norway's roads is on track to overtake petrol cars by the end of this year or in early 2025, in a first for any country, according to Reuters' and analysts' calculations.

Of course awareness does not always play a major role. It depends on the context: our vehicle circulation taxes are applied automatically and after the purchase (=low salience). We hope our work sheds light on one important barrier to the effectiveness of public programs! 8/8

Davide Cerruti @dcerruti.bsky.social · 06/09/2023
Just putting in place incentive programs is not enough then, one need to make citizens aware of them! How can we raise awareness? We show it is possible with a simple and inexpensive information treatment (email). 7/8

Davide Cerruti @dcerruti.bsky.social · 06/09/2023
What we conclude then? Ignoring policy awareness, we could wrongly infer that that these vehicle tax discounts are ineffective by design. On the contrary, in our case policy aware consumers DO respond to the incentives, but majority of consumers are not aware of them. 6/8

Last, we calculate the LATE of policy awareness using the email treatment as instrument. People who become aware of the incentives through our email purchase more efficient vehicles (-31% fuel cons.) 5/8

We then run a RCT, sending to half sample an email with info on the presence of a vehicle tax discount in their canton. Recepients of the email: *Are more aware about incentives (+14 prc pts) *Buy cars with lower fuel cons. (-10%) 4/8

How does this impact fuel consumption (l/100 km) of purchased vehicles? We first run a DiD, comparing aware vs unaware, cantons w/ and w/out Bonus/Malus. Overall policy effect is almost zero, but aware individuals buy cars w/ -14% fuel consumption. 3/8

In Switzerland many cantons have vehicle circulation tax discounts ("Bonus/Malus") for energy efficient cars. We run a survey to see how many people are aware of these incentives. The answer is surprisingly low: only 42% of our sample! 2/8
