In rape culture, everything a woman says means yes and nothing she says means no. This seems to assert that though she said not to come over, said no repeatedly, struggled against Platner, an ambiguous prior comment constituted irrevocable consent. Not a shocking breach not to include it.

The law was first introduced a couple of years ago and then sat with zero moves forward - legislators said there wasn't enough support to get it on the agenda. It took a lot of leg work by a lot of people to talk to legislators about why it was an important law to pass.
