Of course, in the INFRA-ENSURE project, we will include investment (or not) in CCS and CO2 pipelines as a key dimension of the scenarios. This will allow to identify no-regret policy options and quantify investment needs and plausible timelines towards climate neutrality.

Apart from that annoying delay, we follow the process you describe: compiling the database with basic validation (formatting and internal consistency), then evaluation on top of that - as an open-source package so that anyone can easily redo or modify or extend the analysis.

I guess we wouldn’t be having this conversation if the review-and-resubmit turnover had been faster, or if there had been a new MoU with the IPCC. Expecting scientific recognition for the data compilation & community processes is warranted - and you & I know that database citations don’t count much.

Maybe releasing the dataset from the start under CC-BY would mean a lot of funding for our infrastructure and community work. Or... it leads to a lot of competing apps and tools, all showing slightly different (maybe outdated) subsets of scenarios - and everyone ends up confused, and no funding.

The key question is indeed whether just doing all the effort of compiling and curating a community database can be maintained without sufficient acknowledgment and stable funding. And different people have different views on that question.

Well, for #AR6, there was an MoU between @iiasa.ac.at & #IPCC, and the database was published together with the report, creating a clear attribution. Given that only publications count for fame & funding, there is a rationale to first have an own publication before others can use the work freely.
