Personally, i dont think anything that is part of an original text should be called filler. Filler is extra material added to an adaptation for the purpose of extending production time. Every part of the original text is the original text. If its boring, thats a separate consideration

I know "filler" is the universal one and can mean anything from "episode made to fill time for the manga to make more to adapt" to "literally any moment there isnt sakuga on the screen" and ive also see "padding" for low-impact content in video games
