Weyrich engineered the white, nominally Christian, Republican base, and Hofeller's gerrymandering made the base's votes matter more. SCOTUS affirms that idea when it acts to protect Executive power to violate the Constitution until it rules otherwise, as with allowing tariffs to be collected until SCOTUS ruled. 040
