These time consuming processes are a barrier to meeting our housing goals. The system must change.

So there are definitely some capital items that will need to cut or funded some other way to balance.

Still delving into all the numbers, but I think it’s important to keep some of the line items separate since some funds are flexible in what they can be spent on while others are restricted. Our REET numbers are way down. Those funds are generally restricted to be spent on capital projects.

In fact, the opposite is true. It funds SPD more, while making hard cuts to most other Departments. And we can argue whether that’s the right policy approach or not, but that’s what was proposed.

Finally, I think it’s incredibly important that we provide accurate information to the public about the budget. And the fact is that the proposed budget (which again is just a proposal) does not defund SPD.

But I doubt that, at the end of this process, there will be huge changes to the mayor’s proposal. And if that turns out to be the case, it means that she and her team actually did an excellent job developing a balanced budget, despite having to make hard cuts, with minimal budget gimmicks.

Budget amendments are due next week, so I look forward to seeing if there are fundamentally different approaches to this budget. I think there will obviously be some amendments, and there’s also a new revenue forecast out today which could amount to additional available funding.

So that budget authority for new hires would just sit there. 2. Budget authority to hire this many new officers would require either deeper cuts to other departments or raising new revenues. Both of those options are very difficult in this budget and economic environment.

Councilmember Eddie Lin @cmeddielin.seattle.gov · 16/10/2026
For example, City Council could theoretically add funding for hundreds of more police officers. But there’s a few problems. 1. There’s no practical way to actually train that many new officers. There’s already a bottleneck in training new officers that is slowing things down.

Councilmember Eddie Lin @cmeddielin.seattle.gov · 16/10/2026
Also, just to be clear folks, the Mayor’s budget proposal is just a proposal! City Council has the authority to make all the changes we deem necessary. And at the end of the process, we will vote on a new budget and at that point it becomes City Council’s budget more so than the Mayor’s.

That should be changing going forward as OH is encouraging larger units. One thing we saw was difficulty in lease-ups for new subsidized housing buildings which had a lot of 60% AMI studios and 1s, resulting in some serious financial problems as lease-up is a critical time for LIHTC buildings.
120 2
Councilmember Eddie Lin @cmeddielin.seattle.gov · 29/09/2026
Our affordable housing providers were incentivized to produce those studios and 1s at 60% AMIs because of how we set up our competitive funding which prioritized cost per unit, instead of something like cost per bedroom or cost per person and we also need to better incentivize lower AMIs.
120 2
Councilmember Eddie Lin @cmeddielin.seattle.gov · 29/09/2026
Don’t think “oversupply” is the right term here! How about just saying increased supply? We saw a similar issue here where we saw increased market supply, particularly of studios and 1 bedrooms, competing with a lot of studio and 1-bedroom subsidized housing being targeted at 60 AMI rents.

Pretty frightening loss of value— 20-story building which appears to be in pretty good condition, in the heart of downtown, sells for $12.5M. Some more info here: finance.yahoo.com/real-estate/...

Seattle tower across from Amazon sold for $12.5M after a $97M deal in 2019. Where smart real estate money is going now
A 20-story tower across from Amazon's Seattle headquarters just sold for 87% less than its 2019 valuation, but that doesn't sound the alarm on real estate as an asset class.

The Urbanist and Ryan Packer in particular did an amazing job raising awareness of this issue early and often! Without that journalism and efforts from transit advocates, things would likely have turned out differently. Thank you, and this again highlights why local media matters.

Big win for Seattle consumers 🛒 Today we passed Fair Pricing legislation, banning companies from using your personal data to charge you more than the person next to you. Same product, same store, same price — no matter who’s pushing the cart.
Photo of a bag of groceries with the text “Seattle Becomes First City to Ban Algorithmic Price Fixing”"Food is an essential good that's getting more expensive all the time," said Mayor Katie Wilson.
"People have been clear: they don't want their data fed into algorithms that decide how much they pay at the grocery store.
Everyone deserves transparent pricing and equal treatment, not hidden systems that charge some shoppers more than others.”

Regulating AI isn’t a partisan issue — there’s widespread pushback/concern against AI and AI data centers across the spectrum. I hope that if/when Dems regain the House (and hopefully Senate), regulating AI is a priority and that Rs join. It’s urgent and necessary and the people would support it!

Yes, I read the article and there are certainly a number of things that CM Rivera and CM Juarez stated yesterday that I disagree with, some of which I stated from the dais. I’m trying to move us forward and focus on our alignment rather than disagreements.

Of the consultant’s landscape analysis. In other words, a commitment to fund our community violence intervention work, and to fund jobs and mentorship and housing and mental health supports for our youth, etc…. And that is a commitment I will support every day.

Councilmember Eddie Lin @cmeddielin.seattle.gov · 17/09/2026
So that’s another area that hopefully a consultant could help us reform and improve. Finally, I as mentioned above, I see this as a commitment for Council to focus on gun violence (in particular youth gun violence), including a commitment to find the resources to do all the work that comes out…

Councilmember Eddie Lin @cmeddielin.seattle.gov · 17/09/2026
And if it helps us align on best practices, that’s also well worth it. This past year, we had a fair amount of frustration with how the City awarded some CVI contracts and I think there are certainly improvements that could be made so that our contracting is more consistent and dependable.

The resolution itself is non-binding, but I think we can work with NNSC in some capacity. And, as I said from the dais, if working with a consultant helps bring together Council and the Mayor’s office, then that alone will be money well spent.
110 1
Councilmember Eddie Lin @cmeddielin.seattle.gov · 17/09/2026
There are a number of consultants we could hire, and NNSC is just one of them. I don’t have a strong preference for or against NNSC or another consultant. I also think we can work with multiple consultants, as apparently happened recently in Baltimore when they were able to make great progress.

Collaboration is probably the hardest part, given how many different people and issues and agencies are involved, not to mention politics. But I have also seen an enormous (and perhaps unprecedented) amount of collaboration happening in Rainier Beach, and it’s making a difference.
120 2
Councilmember Eddie Lin @cmeddielin.seattle.gov · 17/09/2026
2. When guns are involved, we can’t take police out of the picture. 3. We need collaboration across City departments, agencies (City, County, SPS), with community and community partners, between Council and Mayor, City Attorney, etc….

Councilmember Eddie Lin @cmeddielin.seattle.gov · 17/09/2026
A few things. I think there’s more alignment between Council and the Mayor then it appears. can’t speak for colleagues, but I’ll outline where I think there’s alignment. 1. I think we all want to prevent gun violence through better social/community supports. Jobs, mentoring, housing, etc…

Councilmember Eddie Lin @cmeddielin.seattle.gov · 17/09/2026
I see this as a downpayment on this work; a small piece of the puzzle. But shared with my colleagues the need to actually budget for this work (not just non-binding resolution) — true outreach + resources like committed jobs for youth. My comments from the Council meeting: youtu.be/6haWUBGqgyA?...

High cost areas get a “regionalization” bump of funding up to 18%, but that’s not enough to cover the increased costs in our area and is partly why we have to make up so much in local levies. At the same time, districts are struggling statewide and the base formula is also clearly not enough.

Councilmember Eddie Lin @cmeddielin.seattle.gov · 02/09/2026
The $3.8 B headline is also very misleading, when (i) that amount is raised over a number of years, (ii) the SPS capital levy doesn’t pay for operations, and (iii) only a portion of the City’s levy goes to SPS (the rest goes to early education, after school programs, community college tuition etc).

Worth reading. The sooner we start regulating and putting some protections and guardrails in place, the better off we will all be. This technology is advancing so quickly and relying on “self-regulation” is basically meaningless and no regulation.
