Tragic Edmonton did one of the most comprehensive studies of parking lot occupancies I’ve ever seen. I used it all the time to make the case for citywide reform as occupancy rates had no correlation with geography.

Incredible. The City of Clyde Hill's proposal for a new "affordable housing" program simply lets property owners pay $400,000 in order to increase structural lot coverage from 30% to 40%.

There was a brief period where my Dad was not well enough to drive, but still well enough to walk when I suggested my parents move downtown. It hurt to see how much they spent on renovating the house & a wheelchair van, but given his cognitive decline I am grateful he is in a familiar space.

Depends on how the process right? If I can take 30 seconds to vote for filling potholes or keeping park bathrooms open I would do it in a heartbeat. If it’s a committee oof, we already have those. I asked what the process would be like and no canvasser ever had an answer.

People already live in this type of housing, but often are confined to mobile home parks or in a legal grey area. Portland is showing how popular this housing option actually is if we just stopped criminalizing it. www.sightline.org/2026/08/19/s...

Pre-legalization (& currently for most cities) if someone lives in RV on your property, neighbors can file a complaint, resulting in threatening letters and fines from the city. This property had a long history of them. Now they invested in something more house-looking. This is a park model RV.

A couple of my favorite property glow-ups: An RV moves onto a vacant residential lot. A small house is built. The RV remains. A few years year they swap it for a modern looking tiny house. A ladder of incremental investments made over a decade.

At one point we came across a tiny house in the street. It just arrived from Idaho. The local driver, Linh Phan, estimated he installed 15 the month before. Kol also got a call from a Cully resident who wanted to add utilities for a tiny house, as long as it could be an ADU later.
We caught a tiny house on wheels in the process of getting parked. Kol, who runs a business doing hookups for mobile dwellings, took a call from a potential client during our survey.

Catie Gould @citizen-cate.bsky.social · 27/08/2026
The result is mobile dwellings are now the preferred way to add extra living space to a property. Not by a little, but by a 2:1 margin. We even broadened our search to all residential building permits to make sure we caught ADUs that were incorrectly labelled and missing in the city database.
In the past two years the Cully neighborhood has gained 31 mobile dwellings, while only getting 14 ADU permits issued over the same timeframe. A reversal of previous trends.

Catie Gould @citizen-cate.bsky.social · 27/08/2026
There are no official record of how many people live in these dwellings. But from the 3 surveys Kol has done, their popularity has accelerated since they were first legalized in 2021. At the same time ADU permits have slowed considerably from pre-pandemic years.
Mobile dwelling unit placements have accelerated since 2020.ADU permits peaked in 2016 and have fallen since.

What is a mobile dwelling? We found its a roughly 50-50 split between RVs and what people consider a "tiny house" on wheels. This is mainly an aesthetic difference, not a legal one.

Unlike a traditional ADU, these dwellings require no building permits, foundations, or excessive city fees, making them a great option for quick installs at low prices. Many options are on the market RIGHT NOW for <$100,000. They can also move, making them a very flexible housing option.
140
Catie Gould @citizen-cate.bsky.social · 27/08/2026
Since Kol's first survey in 2020 (1 year before full legalization) the number of mobile dwellings have nearly *doubled*
In 2020, before legalization, he identified 67 mobile dwellings. Now in 20206, there are 120.

I spent a week with Kol Peterson biking down every block in Portland's Cully neighborhood counting up tiny homes on wheels and occupied RVs. My conclusion: people are massively underestimating the popularity of this housing solution. www.sightline.org/2026/08/19/s...
