The volume of crude oil leaving the Middle East matters less right now than global refining capacity. War damage and constraints have knocked out ~6–8M bpd of refining capacity (which is ~6–8% of the global capacity of ~103–104 mb/d). Refining capacity, not crude supply is the real bottleneck.
