It's also about who has power in a community. Ithaca is a classic case of town gown. Cornell is the largest employer, by a lot. Ithaca has 32,000 residents. Cornell has 16,000 undergrads (total is something like 26k but IDK how that parses out with the NYC campus and Qatar)
